The primary responsibility for this role is to serve\r\nas a Generalist Managerial administrator who assists the HR Director in\r\nmanaging daily, multi-functional agency HR operations and serves as the lead\r\ntechnical expert for the agency's Classification and Compensation program. We\r\nare looking for candidates who possess excellent organizational,\r\nadministrative, and problem-solving skills in high-level human resources\r\nmanagement.\r\n

Main Purpose of Job

A Human Resources (HR) Administrator IV is a managerial-level professional who works in the administration of HR programs in the State Personnel Management System (SPMS). Professional HR work is characterized by the use of knowledge, discretion and independent judgment in the interpretation and application of HR laws, regulations, policies and guidelines to address a variety of administrative activities, problems, issues, and projects. This position oversees daily, multi-functional HR operations and exercises delegated operational authority on behalf of the HR Director/CHRO during their absence. The incumbent will serve as the agency's working lead and technical expert for Classification and Compensation.

POSITION DUTIES

● Serve as the primary\r\noperational assistant to the HR Director in the managerial administration of\r\noverall agency HR programs.\r\n● Directly supervise the\r\nHR Recruitment Manager and subordinate classification/generalist staff.\r\n● Extend all job offers\r\nfor Core Staff statewide, determining start dates and salary placements in\r\ncompliance with SPMS and COMAR Title 17.�\r\n● Function as the\r\nagency's working lead and technical expert for Classification and Compensation.�\r\n● Review, approve, and\r\nprocess Acting Pay requests across the agency.\r\n● Evaluate benchmark\r\nreclassification requests, non-competitive promotions, vacancy downgrades, and\r\npay plan amendments.\r\n● Execute specialized,\r\nhigh-priority projects assigned directly by the Chief Human Resources Officer\r\n(CHRO), including drafting proposed HR policy revisions and executive reports.\r\n● Interpret and apply HR\r\nlaws, COMAR Title 17 regulations, FLSA, FMLA, ADA, and SPMS guidelines across\r\nemployee relations, recruitment, and generalist functions.\r\n● Assume full\r\noperational authority to act on behalf of the HR Director or CHRO during their\r\nabsence, following required consultation protocols.�\r\n● Represent management\r\nin administrative step conferences, settlement discussions, or\r\nlegislative/court proceedings regarding personnel matters.\r\n

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or\r\nuniversity.\r\nExperience: Four (4) years of professional human resources generalist\r\nor specialist experience involving classification and compensation, recruitment\r\nand employment, employee relations, policy formulation, or HR program\r\nevaluation.�\r\nNotes:\r\n1. Additional professional HR\r\nmanagement experience or paraprofessional personnel work experience may be\r\nsubstituted on a year-for-year basis for up to four (4) years of the required\r\neducation.�\r\n2. Graduate credit hours (30\r\ncredits) in HR management, Business Administration, Public Administration, or\r\nrelated fields may substitute for up to two (2) years of the required\r\nexperience.�\r\n3. U.S. Armed Forces military service experience as a\r\ncommissioned officer in HR management classifications may substitute on a\r\nyear-for-year basis.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:\r\n●� Proven experience building accurate spreadsheets\r\nand reports to satisfy data requests from executive leadership, budget\r\nauthorities (such as DBM), union representatives, and legislative bodies.\r\n●� Proficiency in Microsoft Excel (including pivot\r\ntables, data summaries, personnel budgeting, and forecasting) with a\r\ndemonstrated ability to analyze complex workforce, position, and salary data.\r\n●� Experience managing\r\nclassification and compensation programs,\r\nincluding evaluating reclassification requests and executing salary reviews.\r\n●� Demonstrated\r\nexperience in extending job offers, calculating salary placements, and\r\nprocessing complex personnel transactions.\r\n●� Proven experience in\r\nsupervising or managing subordinate professional HR staff and coordinating unit\r\nworkflows.\r\n●� Advanced knowledge of\r\nstate and federal employment laws, COMAR Title 17, FLSA, FMLA, and ADA.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this\r\nclassification are required to obtain certification in State Personnel\r\nManagement System (SPMS) policies and procedures and in the functionality of\r\nthe Statewide Personnel System (SPS) within six (6) months\r\nfrom the time of\r\nappointment, with recertification required every six (6) months thereafter.\r\nEmployees in this classification may be assigned duties\r\nwhich require the operation of a motor vehicle.\r\nEmployees assigned such duties\r\nwill be required to possess a motor vehicle operator’s license valid in the\r\nState of Maryland.\r\n
