This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.\r\n

Main Purpose of Job

The Maryland Department of Natural Resources, Human Resource Services is currently recruiting an HR Officer III. The first purpose of this position is to perform the full range of recruitment, testing and\r\nemployment duties for permanent positions in Skilled, Professional, Management, Special\r\nAppointments, Contractual and Seasonal services. The incumbent will apply their knowledge,\r\ndiscretion and independent judgment in the interpretation and application of HR laws,\r\nregulations, policies and guidelines to address a variety of administrative activities, problems,\r\nissues and projects.\r\nThis position requires that the incumbent maintain confidentiality regarding the status of all\r\napplications, eligible list placement, testing material and all personal employee and applicant\r\ninformation with which the incumbent comes into contact on a daily basis. This position will also\r\nbe responsible for job postings and HFE submittals and approvals.\r\n\r\n\r\nThe incumbent will also assist\r\nassigned units through guidance and/or recommendations when preparing reclassification or\r\norganizational change requests, on an as needed basis.\r\nThe second purpose of this position is to deliver comprehensive administrative, tracking, and\r\ncompliance support for Natural Resources Police (NRP) operational health programs and general\r\nDNR benefits processes. This role directly oversees NRP-specific health and safety compliance,\r\nincluding administering the Random Drug Testing program, managing medical process tracking\r\n(such as Disability Review Board cases, modified or no-duty assignments, and Form 496s), and\r\ncoordinating the Biennial Mental Health Assessment process from initial notifications through\r\nBHS referral tracking and completion documentation. Additionally, the position monitors\r\nWorkers’ Compensation (IWIF) claims, maintains centralized benefits and medical leave\r\ntrackers, and audits state-issued leave categories—such as Approved Accident Leave, Military\r\nLeave, and State Exam and Interview usage—against official approvals and system records.\r\nBeyond direct leave and claims monitoring, the role provides routine administrative support for\r\nthe Leave Bank and retirement processing (SRA and MSRP paperwork) without providing direct\r\nretirement counseling. The incumbent is responsible for preparing routine status reports for\r\nleadership, issuing standardized template communications, maintaining meticulous file\r\norganization for closed and active matters, and periodically cross-auditing internal trackers\r\nagainst systems like Workday and IWIF to resolve missing documentation or overdue items.\r\nUltimately, this position ensures seamless recordkeeping, administrative accuracy, regulatory\r\ncompliance, and execution of special benefits projects as assigned.\r\n

MINIMUM QUALIFICATIONS

Experience:�Seven years of experience, three years of professional HR experience involving recruitment and employment services,�classification and compensation, employee relations, test development and validation, job analysis, job evaluation,�salary administration, HR program evaluation, or HR policy�formulation and an additional four years of professional HR�management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.\r\nNotes:\r\n1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the�required experience.� Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to�specific employment actions.� Appropriate paraprofessional�personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and�policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding�benefits and obligations, and responding to inquiries�concerning employment procedures.\r\n2. Candidates may substitute the possession of a Bachelor's�degree from an accredited college or university and three years of professional HR experience involving recruitment�and employment services, classification and compensation,�employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.\r\n3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related�field for up to six years of the required experience.\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources�management specialty codes in the human resources management field of work on a year-for-year basis for the�required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n Experience working for a Federal, State or Local government agency.�\r\n Experience with Workday, beyond entering personal timesheets\r\n Experience with full life cycle recruitments\r\n At least two years of experience handling benefit related tasks, such as FMLA, Accident Leave\r\n \r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.\r\n2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n
