Main Purpose of Job
This role is positioned within the Business Enterprise Administration, Information Technology\r\nDivision of the Department of General Services (DGS), where its primary objective is to facilitate the implementation, adoption, enhancement, and ongoing support of the technology platform. In addition, this role provides leadership and support for technology strategies and initiatives, as well as general process planning, requirements gathering and validation, and process and procedure improvement within the agency. This role involves managing various aspects of technology operations and coordination, including business process and procedure transformation, not limited to the development, documentation, and coordination with the State workforce on current and future agency IT processes and procedures, and recommendations for improvement activities and use of technology to streamline processes.\r\n\r\n
POSITION DUTIES
Duties to include but not limited to:\r\n\r\n\r\n● Product Strategy Vision:\r\nDefine and manage the product roadmap and vision in alignment with State\r\nrequirements, user needs, and business objectives. Prioritize features and\r\nenhancements based on value, feasibility, and impact.\r\n�\r\n● User Business Value: Use quantitative data to understand user behavior and business\r\npriorities.�Define and measure success criteria to ensure product outcomes\r\ndeliver meaningful value.\r\n�\r\n● Requirements Gathering Translation: Collaborate with stakeholders, business owners, and designers to\r\ngather, document, and translate business and user needs into precise,\r\nactionable technical requirements and user stories.\r\n�\r\n● Technical Oversight Systems\r\nIntegration: Ensure product solutions are technically sound, scalable, and\r\ncompliant with State standards. Oversee integration with Maryland’s financial\r\nmanagement and ERP systems, coordinating with IT as needed.\r\n�\r\n● Performance Analytics Reporting: Conduct functional and data\r\nanalysis to inform project decisions. Create and maintain reports on system\r\nperformance, user engagement, and improvement opportunities.\r\n�\r\n● Quality Assurance Continuous Improvement: Implement quality control processes to�validate performance, functionality, and user\r\nexperience. Incorporate feedback to drive iterative improvement.\r\n�\r\n● Stakeholder\r\nEngagement: Maintain open, consistent communication with stakeholders at all\r\nlevels. Provide updates, address concerns, and manage interdependencies across\r\ndepartments.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the\r\nfollowing�preferred qualification(s). Include clear and specific\r\ninformation on your application regarding�all qualifications.\r\n\r\n\r\n\r\n●�Bachelor’s\r\ndegree from an accredited college or university in computer science, information\r\ntechnology, information science, or a related field.\r\n\r\n●�5+\r\nyears of experience in product delivery, including 5+ years in modern product development\r\nor product ownership roles.\r\n\r\n●�Proven\r\nexperience:\r\n\t- Leading\r\nproduct teams in launching new capabilities and maintaining systems in production at�scale.\r\n�\t- Aligning technology products with business\r\nprocesses.\r\n�\t- Creating and managing product roadmaps and\r\nprioritized backlogs.\r\n\r\n●�3+\r\nyears of experience in:\r\n\t- Agile project delivery and development practices.\r\n\t- Human-centered design and client-facing roles, such as\r\nbusiness analysis or user research.\r\n\t- Change management in dynamic, user-focused environments.\r\n\r\n●�Strong\r\nknowledge of modern technologies and agile methodologies, focusing on delivering\r\nuser value and maintaining a high-quality user experience.\r\n\r\n●�Demonstrated\r\nability to make data-informed decisions, effectively communicate (written and\r\nverbal) and manage change with diverse stakeholders.\r\n\r\n●�Preferred\r\ncertifications: Professional Scrum Product Owner (PSPO), Certified Scrum Product\r\nOwner (CSPO), Project Management Professional (PMP), or ITIL Foundation Certification.\r\n

BENEFITS
Contractual employees who work for an agency\r\ncovered under the State Employee and Retiree Health and Welfare Benefits\r\nProgram, have a current employment contract and work 30 or more hours a week\r\n(or on average 130 hours per month) may be eligible for subsidized health\r\nbenefits coverage for themselves and their dependents. As a contractual\r\nemployee, you will be responsible for paying 25% of the premiums for your\r\nmedical and prescription coverage, including any eligible dependents you have\r\nenrolled. The State of Maryland will subsidize the remaining 75% of the cost\r\nfor these benefits. You can also elect to enroll in dental coverage, accidental\r\ndeath and dismemberment insurance, and life insurance, but will be responsible\r\nto pay the full premium for these benefits.\r\n\r\nLeave may be granted to a contractual employee\r\nwho has worked 120 days in a 12-month period. This leave accrues at a rate of\r\none hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n
