Main Purpose of Job
\t\r\nNATURE OF WORK\r\n\r\n\r\n\r\n\r\n\r\nProgram Manager III is a managerial levels of work in the Management Service of the State Personnel Management System. Employees in this classification are responsible for directing programs unique to their agency’s mission and operations and which are not found in other agencies. Employees in this classification have supervisory or managerial responsibility for the work of other employees in the Skilled or Professional Services.\r\n\r\n\r\n\r\nEmployees in this class receive managerial or executive supervision from a higher-level manager or an executive.\r\n\r\n\r\n\r\nPosition allocation within the Program Manager series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.\r\n\r\n\r\n\r\nProgram Manager I-IV are differentiated from Administrator IV-VII in that Program Manager I-IV are responsible for one or more agency-specific programs, including the supervision of staff and responsibility for a budget, while Administrators IV-VII perform administrative staff work related to the administration of departmental policy and overseeing or coordinating agency operations, or as a special assistant to an executive. Program Manager I-IV are differentiated from Administrative Program Manager I-IV in that Administrative Program Managers I-IV are responsible for one or more program functions found in various agencies, such as public information or directors of administration, including the supervision of staff and responsibility for a budget.\r\n\r\n
POSITION DUTIES
Plans, directs and administers all aspects of an agency program(s) that has a broad scope and major impact on agency missions and operations;\r\nEstablishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;\r\nEstablishes overall program goals, standards and controls to meet program objectives and oversees their achievement;\r\nOversees and manages the personnel and financial resources of the program(s);\r\nPlans, coordinates, supervises and evaluates the work of subordinate managers;\r\nDevelops, implements and manages short and long-range plans for program operations and resources;\r\nDetermines organizational structure and staffing needs of the program(s);\r\nPrescribes and oversees development and training of program staff;\r\nRepresents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;\r\nPerforms other related duties.\r\n
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: A Bachelor's Degree from an accredited college or university.\r\n\r\n\r\nExperience: Five years of management experience or electoral experience, including experience in program planning and development, overseeing implementation of programs, working on political campaigns, political compliance and legal review�\r\n\r\n\r\n\r\nNotes: Candidates may substitute four years of management experience for the required education.\r\n\r\n
SELECTIVE QUALIFICATIONS
Each candidate must have three years of administrative or professional experience managing a division or unit of federal, state, or local government or equivalent experience in the private sector.�\r\n\r\n\r\nEach candidate must also possess a valid motor vehicle operator's license.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n1. Graduate degree in law, public administration, public policy or similar degree.\r\n2. Experience applying Maryland elections and governing laws.\r\n3. Experience administering public financing and campaign finance processes.\r\n4. Detail oriented, good organizational skills, and strong verbal and writing skills.\r\n5. Experience in public speaking.\r\n6. Experience working in a fast-paced, deadline driven environment.\r\n
