Public Utility Auditor IV and Lead/ Advance

Introduction

The Public Service Commission\r\n(PSC or Commission) regulates public utilities and certain�passenger transportation\r\ncompanies doing business in Maryland. The Commission regulates gas, electric,\r\ntelephone, water, and sewage disposal companies. Also subject to the\r\njurisdiction of the Commission are electricity suppliers, fees for pilotage\r\nservices to vessels, construction of a generating station and certain common\r\ncarriers engaged in the transportation for hire of persons.�\r\nThe PSC’s jurisdiction extends\r\nto taxicabs operating in the City of Baltimore, Baltimore County, Cumberland,\r\nand Hagerstown.�\r\nThe categories of regulated\r\npublic service companies are listed below: electric utilities; gas�utilities; combination gas and\r\nelectric utilities; telecommunications companies; water, and water and sewerage\r\ncompanies; passenger motor vehicle carriers (sedans, limousines, and buses); railroad\r\ncompanies; taxicab companies; and other public service companies.\r\nThe Commission is empowered to\r\nhear and decide matters relating to: (1) rate adjustments; (2) applications to\r\nexercise or abandon franchises; (3) applications to modify the type or scope of\r\nservice; (4) approval of issuance of securities; (5) promulgation of new rules\r\nand regulations; and (6) quality of utility and common carrier service.\r\n

Main Purpose of Job

The main purpose of this\r\nposition is the development of appropriate revenue requirements for the smaller\r\npublic utilities under our jurisdiction through the performance of audits and\r\nanalyses of the utilities’ accounting records in accordance with general\r\naccepted accounting principles and the accounting, ratemaking, and regulatory\r\npolicies adopted by the PSC for those public utilities.\r\n

MINIMUM QUALIFICATIONS

Public Utility Auditor IV�\r\nEducation:�� A Bachelor’s degree in Accounting or other\r\nbusiness related field from an accredited college or university with 30 credit\r\nhours in accounting and auditing.�\r\nExperience: Two years of\r\nprofessional experience in accounting or auditing with a public utility company\r\nor utility regulatory agency.�\r\nNotes:�\r\n1. Candidates may substitute\r\nexperience in general accounting and auditing, at the rate of two years of\r\ngeneral accounting and auditing experience for one year of the required\r\nexperience.�\r\n2. Candidates may substitute\r\nU.S. Armed Forces military service experience as a commissioned officer in tax\r\nexamining classification or tax examining specialty codes in the accounting and\r\nbudget group field of work on a year-for-year basis for the required experience\r\nand education.�\r\nPublic Utility Auditor\r\nLead/Advance�\r\nEducation:��� A Bachelor’s degree in Accounting or other\r\nbusiness related field from an accredited college or university with 30 credit\r\nhours in accounting and auditing.�\r\nExperience: Three years of\r\nprofessional experience in accounting or auditing with a public utility company\r\nor utility regulatory agency.�\r\nNotes:�\r\n1. Candidates may substitute\r\nexperience in general accounting and auditing for the required experience, at\r\nthe rate of two years of general accounting and auditing experience for one\r\nyear of professional experience in accounting or auditing with a public utility\r\ncompany or utility regulatory agency.�\r\n2. Candidates may substitute\r\nU.S. Armed Forces military service experience as a commissioned officer in tax\r\nexamining classification or tax examining specialty codes in the accounting and\r\nbudget group field of work on a year-for-year basis for the required experience\r\nand education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have utility accounting and\r\nratemaking experience.\r\nThe ideal candidate will have the ability to audit\r\nfinancial statements and financial data, and to provide effective written and\r\nverbal presentations to the Commission and other parties.\r\nThe ideal candidate will have experience guiding, leading,\r\nor training other employees in work assignments.\r\nA CPA certification is also a plus but not required.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland \r\n
