Main Purpose of Job

The MD Capital Police (MCP) has two security processing centers with staff. This job will involve supervising employees at both locations. MCP is responsible for the issuance and integrity of the operation of a statewide ID card program, which is an integral part of the building security, employee protection, and building access control systems.\r\n

POSITION DUTIES

Duties for this position\r\ninclude but are not limited to:\r\n- Supervise Administrative\r\nSpecialist II employees, including scheduling, training, performance\r\nevaluations (PEPs), and conflict resolution.\r\n- Manage the day-to-day\r\noperations of the Security Card Processing Centers. \r\n- Oversee parking allocation\r\nto DGS-operated parking lots and garages, including processing requests,\r\nspecial permits, and issuing placards. \r\n- Maintain the access control\r\nsystems: authorize building access and maintain up-to-date ID coordinator\r\nrecords.\r\n- Manage the SCPC email inbox,\r\nrespond to inquiries, and ensure proper routing and communication. �\r\n- Collect and document\r\npayments; maintain financial records in accordance with the DGS Fiscal\r\nDepartment.\r\n- Develop and maintain\r\nprocedures, spreadsheets, and databases to ensure compliance with COMAR and MCP\r\npolicy.\r\n- Provide guidance on customer\r\nservice protocols and technological enhancements to improve center operations.\r\n- Coordinate with state\r\nlegislators, contractors, lobbyists, local government officials, and agency ID\r\ncoordinators.\r\n- Uphold professional\r\nstandards and confidentiality while maintaining clear and effective\r\ncommunication. \r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: One year of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience. \r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will\r\nbe given to applicants who possess the following�preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding�all qualifications.\r\n- Two or more years of\r\nexperience in a Supervisory role. \r\n- Experience in managing\r\nphysical access control systems. \r\n- Proficiency in software,\r\nincluding Genetec and Vanderbilt access systems, and digital ID card printing\r\nsystems. \r\n- Experience in a government\r\nor law enforcement agency is a plus.\r\n- Knowledge of State of\r\nMaryland ID card and access procedures. \r\n- Ability to collect and\r\nmanage financial data securely.\r\n- Strong customer service and\r\ninterpersonal skills.\r\n- Proficiency with computers\r\nand Microsoft Office Suite.\r\n- Effective communicator via\r\nemail, phone, and in-person with internal and external stakeholders.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

-\r\nRequires successful completion of access control system training within one\r\nyear of being hired. \r\n- May\r\nrequire travel to other Security Card Processing locations and overtime\r\nincluding weekends and holidays as needed.\r\n
