The System is a defined benefit retirement system covering State and local government employees of Maryland. It’s composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. This position manages the projects within Business\r\nOperations Office in collaboration with Chief Business Operations Officer and\r\nDeputy Chief Business Operations Officer.�\r\nThis\r\nis a Management Service position and serves at the pleasure of the Appointing\r\nAuthority.\r\n\r\n\r\n\r\n\r\n\r\n

Main Purpose of Job

\r\nThe\r\nProject Manager for the Business Operations Office is responsible for planning,\r\nleading, coordinating, and delivering SRA’s business process re-engineering,\r\ntechnology, product enhancement, and organizational development initiatives\r\nusing Agile Project Management methodologies. The position serves as a key\r\nliaison among business units, technology teams, vendors, and other stakeholders\r\nto ensure projects align with SRA’s strategic and operational objectives and\r\nare delivered effectively.\r\n\r\n\r\n\r\nThe\r\nProject Manager manages the full project lifecycle, including requirements\r\ngathering, planning, design, development, testing, implementation, training,\r\nand transition to ongoing operations and support. The position develops and\r\nmaintains project plans, monitors schedules and deliverables, manages risks,\r\nissues, dependencies, and resources, and ensures timely escalation and\r\nresolution of project impediments.\r\n\r\n\r\n\r\nThe\r\nposition works closely with Product Owners, Product Managers, business users,\r\ndevelopers, vendors, and leadership to translate business requirements into\r\neffective solutions. The Project Manager also coordinates testing, quality\r\nassurance, stakeholder communication, training, and implementation activities.�\r\n\r\n\r\nOverall,\r\nthe position ensures SRA’s business transformation initiatives are successfully\r\nimplemented, adopted, and continuously improved to enhance operational\r\nefficiency, automation, service delivery, and stakeholder experience.\r\n\r\n\r\n\r\n

POSITION DUTIES

The position manages projects from initiation through\r\ndevelopment, testing, implementation, stabilization, and transition to ongoing\r\noperations.\r\n�\r\nKey duties and responsibilities include:\r\n�\r\nAgile Project Planning and Management: Develop and maintain Agile project plans, roadmaps,\r\nschedules, milestones, deliverables, resource requirements, and success\r\ncriteria. Ensure projects remain aligned with SRA’s strategic and operational\r\nobjectives.\r\n�\r\nAgile/Scrum Facilitation: Facilitate sprint planning, daily stand-ups, backlog\r\nrefinement, sprint reviews, retrospectives, and other Agile ceremonies. Promote\r\ncollaboration, transparency, accountability, continuous improvement, and timely\r\ndelivery.\r\n�\r\nCross-Functional Team Coordination: Coordinate Business Operations Office staff, Product\r\nOwners, business analysts, developers, testers, technology teams, vendors, and\r\nbusiness users. Establish responsibilities, monitor assignments, and address\r\nresource or dependency issues.\r\n�\r\nRequirements and Delivery Coordination: Work with Product Owners and stakeholders to translate\r\nbusiness needs into epics, features, user stories, acceptance criteria, and\r\nactionable deliverables. Coordinate prioritization based on business value,\r\noperational needs, dependencies, and implementation readiness.\r\n�\r\nRisk, Issue, and Impediment Management: Proactively identify and manage risks, issues,\r\ndependencies, and impediments. Facilitate timely resolution, develop mitigation\r\nstrategies, and escalate matters requiring management decisions.\r\n�\r\nProject Monitoring and Reporting: Monitor project scope, schedules, milestones,\r\ndeliverables, resources, and performance. Maintain project dashboards and Agile\r\ntracking tools and provide regular status reports to Business Operations Office\r\nleadership and executive management.\r\n�\r\nStakeholder and Vendor Management: Serve as a central point of communication among internal\r\nstakeholders, technology teams, vendors, consultants, and external partners.\r\nMonitor vendor deliverables and ensure external activities remain aligned with\r\nproject requirements.\r\n�\r\nTesting and Quality Assurance: Coordinate testing throughout the Agile lifecycle,\r\nincluding functional, integration, regression, performance, and user acceptance\r\ntesting. Ensure defects are resolved and products meet established acceptance\r\nand quality standards.\r\n�\r\nImplementation and Change Management: Coordinate implementation, release readiness, training,\r\ncommunications, documentation, and operational transition. Assess the impact of\r\nchanges on business processes, systems, and users.\r\n�\r\nContinuous Improvement and Transition: Conduct retrospectives, document lessons learned,\r\nidentify process improvements, and support post-implementation stabilization.\r\nEnsure knowledge and responsibilities are transitioned effectively to Product\r\nManagement, Application Support, and operational teams.\r\n�\r\nOverall, the Project Manager serves as the primary\r\ncoordinator and delivery leader, ensuring that people, processes, technology,\r\nvendors, and stakeholders work together effectively to transform approved\r\nbusiness requirements into successfully implemented and sustainable solutions.\r\n

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited\r\ncollege or university in Business Administration, Management, Information\r\nTechnology, Computer Science, Public Administration, Business Process\r\nManagement, or a related field.\r\nExperience: Five (5) years of progressively\r\nresponsible experience in project management, including experience planning,\r\ncoordinating, and delivering complex business, technology, or organizational\r\nimprovement projects.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED\r\nQUALIFICATIONS \r\n�\r\nProfessional\r\ncertification such as Project Management Professional (PMP), PMI-ACP, Certified\r\nScrumMaster (CSM), Professional Scrum Master (PSM), or equivalent Agile/project\r\nmanagement certification. (If yes, make sure to include them in the application under certifications)\r\n�\r\nExperience managing\r\ncomplex Agile projects involving multiple business units, technology teams,\r\nvendors, and external stakeholders.\r\n�\r\nExperience in\r\nbusiness process re-engineering, workflow automation, operational improvement,\r\nand implementation of technology-enabled business solutions.\r\n�\r\nExperience managing\r\nenterprise application implementations and integrations, including CRM, ERP,\r\nfinancial systems, portals, document management, workflow, or other business\r\napplications.\r\n�\r\nStrong Product\r\nManagement/Product Owner experience, including development and prioritization\r\nof product roadmaps, epics, features, user stories, acceptance criteria, and\r\nrelease plans.\r\n�\r\nExperience with\r\nAgile project-management tools, such as Azure DevOps, Jira, Confluence, or\r\ncomparable platforms, including project tracking, reporting, backlog\r\nmanagement, and performance monitoring.\r\n�\r\nExperience managing\r\nsoftware testing and quality assurance, including test planning, user\r\nacceptance testing, defect management, release readiness, and\r\npost-implementation validation.\r\n�\r\nExperience managing\r\nvendors, consultants, and technology partners, including coordinating\r\ndeliverables, schedules, contracts, implementation activities, and issue\r\nresolution.\r\n�\r\nExperience in a\r\ngovernment, public-sector, retirement/pension, financial services, benefits\r\nadministration, or other regulated environment, with an understanding of\r\norganizational governance and compliance requirements.\r\n�\r\nDemonstrated\r\nexperience leading organizational change and stakeholder adoption, including\r\nimplementation communications, user education and training, process\r\ndocumentation, and transition to ongoing operations and support.\r\n�\r\n
