Introduction

\r\n\r\n\r\nThe\r\nMaryland Alcohol, Tobacco, and Cannabis Commission (ATCC) provides regulatory,\r\nlicensing, trade practices, and oversight of Maryland’s alcohol and tobacco\r\nindustries. The mission of the ATCC is to advance public safety, support\r\neconomic growth, and reduce public harm by promoting the responsible sale and\r\nconsumption of alcohol, tobacco, and cannabis products through consistent\r\nadministration and enforcement of laws and regulations.\r\nThe Licensing, Research,\r\nand Trade Practices Division (LRTD) serves this mission by overseeing the\r\nalcohol and tobacco licensing and permitting process for entities doing\r\nbusiness in Maryland. This division ensures that all market participants are\r\nproperly licensed and compliant with state regulations, helping to create a\r\nsafe and well-regulated marketplace. This position supervises the Trade\r\nPractices Unit, which is within the LRTD and conducts compliance inspections\r\nand issues guidance to alcoholic beverages licensees. This position deals with\r\ncommunication between industry representatives, regulators, and the ATCC.\r\n

Main Purpose of Job

This position serves as the Supervisor of the Trade Practices Unit (TPU) reporting directly to the Regulatory and Research Section Manager. TPU is responsible for educating and promoting compliance with Maryland’s alcohol and tobacco laws. This is done through compliance inspections of active licensed locations, and pre-license inspections of pending applicants. This job entails reviewing inspection reports and weighing in on alleged violations and ongoing investigations. This position is the focal point of intersecting parties, including industry members and license holders; local county liquor boards and inspectors; and Division leaders.\r\n

POSITION DUTIES

Plans,\r\norganizes, and directs the operation of the Trade Practices Unit. \r\nSupervises\r\nthree Trade Practices Investigators. Coordinates with investigators to maximize\r\nefficient inspection routes and assignments. Reviews and approves inspection\r\nreports, and coordinates with Division leadership regarding any potential\r\nviolations.\r\n�\r\nPerforms\r\nand/or supervise compliance inspections or investigations of licensed alcohol\r\nand tobacco manufacturers, wholesalers, caterers, storage warehouses, and\r\nseveral other ATCC issued licenses and permits. �\r\n�\r\nPerforms\r\nand/or supervise pre-license investigations of all new alcohol and tobacco\r\nlicenses and permit applications. Conduct analysis to determine if state, local\r\nand federal mandates are met.\r\n�\r\nAuthors\r\nreports or approves reports authored by Trade Practices Unit Investigators\r\nrelated to pre-license inspections performed. Said reports determine the\r\neligibility of the proposed licensed location, which directly contributes to\r\nthe rejection or approval of the license.\r\n�\r\nContributes\r\nto the development of the agency’s licensing and permitting platform,\r\nSalesforce. Including a new tracking inspection program.\r\n�\r\nEducate\r\nand ensure alcohol and tobacco license holders comply with the Maryland\r\nAlcoholic Beverages Annotated Code and Business Regulations. \r\n�\r\nConducts\r\ntraining meetings with alcoholic beverage and tobacco license holders, and\r\ntheir staff, explaining the state trade practice regulations and providing\r\ncopies of the pertinent regulations.\r\n�\r\nMeets\r\nwith other State Agencies and Elected Officials, to explain and exchange\r\ninformation and provide help and clarification of Maryland laws and regulations\r\nrelating to Alcoholic Beverages and Tobacco products.\r\n

MINIMUM QUALIFICATIONS

Candidates must have the following\r\nqualifications:\r\nEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

It is desired and preferred that\r\ncandidates have the following qualifications:\r\n4 years of supervisory\r\nexperience leading a team of two or more subordinates. Including assigning work, monitoring\r\nperformance, coaching employees, and reviewing completed assignments.\r\n3 years of experience in field operations, project\r\nmanagement, or a related area.\r\n3 years of experience conducting inspections, audits, or compliance monitoring.\r\n2 years of experience as a compliance officer, interpreting and applying complex\r\npolicies, procedures, rules, regulations, and/or administrative directives in a\r\nprofessional work environment.\r\n2 years of experience tracking assignments, deadlines, performance measures,\r\nprojects, or other operational activities using spreadsheets, databases, or\r\nother automated systems.\r\n2 or more\r\nyears of experience with public speaking and conducting presentations to senior\r\nleadership, elected or government officials, industry representatives, or\r\nmembers of the public. \r\n3 years of experience with strong written and verbal communication skills,\r\nincluding high level customer service, the ability to prepare reports,\r\ncorrespondence, presentations, and other professional documentation.\r\nExperience operating state or office vehicles and travelling during regular\r\nwork hours.\r\nAn\r\nintermediate to advanced level of proficiency with Microsoft Office, Google\r\nWorkspace, and Adobe Cloud applications.\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
