Attachment and System Inspection Supervisor
Introduction:
The purpose of this position is to supervise and coordinate the pole attachment process at Northcentral Electric Cooperative, for the requestor or requestor’s consultant, Northcentral personnel and consultants, monitor the permit request application system, the make ready work order preparation, invoicing, construction, pre- and post-attachment inspections and electric distribution system periodic inspections.

Knowledge/Education Requirements:
- At least a two-year AA or AS Degree in engineering, business administration, or related field is preferable. Related experience may be allowed in lieu of education requirements.
- A minimum of (5) five years’ experience in the utility or communication industry is desirable.
- Must have general knowledge of electric and communication framing, construction methods, and operations.
- Must have sound knowledge of the National Electrical Safety Code (NESC) required clearances for electric lines, communication cables, and attachments, and their clearance from other objects.
- Must have strong interpersonal and communication skills, position will work across all departments and must be able to effectively communicate both orally and in writing with internal and external stakeholders.
- Must be able to utilize desktop and mobile devices to enter/update permit, work, and process information using Microsoft Office applications, mapping tools, permitting platforms, and email.
- Must be able to multi-task between supervisory, permitting projects, and system inspection functions.
- Must be able to work safely, independently, and be self-motivated, requiring little supervision.
- Must have a valid driver's license.
- Must be able to attend occasional out-of-town training or conferences to maintain job proficiency.
Duties/Responsibilities:
Essential Functions:
- Manage the implementation, installations, and maintenance of third-party facilities in compliance with the applicable terms and conditions of agreements, local, state, and federal laws and regulations, and Cooperative policies.
- Coordinate with consultants, inspectors, and other Northcentral departments, for permit applications, revisions, renewals, make ready design and estimates, invoicing and payments, and pre- and post-attachment field inspections for proper construction, location, spacing, clearance, and sketch as-built accuracy.
- Input agreement and permit applications, and required technical data for licenses and permits, into appropriate computer applications/platforms, databases, and systems.
- Support and provide attachment information to accounting department for annual 3rd party attachment company billing.
- Utilize GIS, in-field data, and system model to ensure 3rd party attacher location, and number of attachments, remains accurate for annual billing and GIS attachment data.
- Notify 3rd party attachment companies when job orders are planned or completed which may require the attacher to relocate to, attach to, remove from, or purchase pole within specified time constraints per pole attachment agreement.
- Ensures post-construction attachment job inspections are performed for proper construction, location, spacing, clearance, and sketch as-built accuracy.
- Utilize internal and external training opportunities, plus user group conferences, to remain current with emerging technologies and recommend changes to processes that improve the effectiveness and efficiency of the system.
- Complete performance appraisals and discuss performance with direct reports.
- Coordinate duties with and report regularly to area supervisor.
Non-Essential Functions:
Performs other duties as requested by supervisor.
Physical Demands:
Must be able to lift 50 lbs. maximum with frequent lifting and/or carrying of objects weighing up to 20 lbs. Must be able to stoop; kneel; crouch’ and crawl. Must be able to reach; handle; work primarily with fingers; and feel. Must be able to talk and hear. Must be able to obtain impressions through the eyes of the shape, size, distance, motion, and color or other characteristics of objects. Must possess acuity, far and near, depth perception, field of vision, accommodation, and color vision. Must be able to speak clearly and communicate effectively in order to interact with company employees and members. Must be able to work for long periods of time during emergencies.
