• Security Clearance: Active NV1 required before commencement and throughout the engagement. The contractor must be capable of obtaining and maintaining NV2 if subsequently required.

The Land Command, Control, Communications and Computing (LC4) Program is responsible for planning, developing and delivering land command and control capabilities for the Australian Army and broader Joint Force.

The Introduction Into Service SME will work within the LC4 Program Assurance function, coordinating and assuring capability transition activities across assigned capability streams. The role will help ensure delivered capabilities are ready for operational employment and supported by appropriate sustainment, training, workforce, logistics and governance arrangements.

Working with capability delivery teams, Army stakeholders, Functional Commands, sustainment organisations, CASG and industry partners, the successful candidate will support the effective transition of LC4 capabilities into service.

• → Develop and maintain Introduction into Service plans, schedules and readiness artefacts.
• → Coordinate activities required to achieve capability transition milestones and decision points.
• → Support planning for the transition of interim and enduring capability solutions.
• → Coordinate workforce, training, sustainment, logistics, support documentation and operational readiness inputs.
• → Assess and report on capability readiness status and associated risks.
• → Identify capability transition issues and develop mitigation strategies.
• → Engage with Army Functional Commands, capability managers, sustainment agencies, Lead Delivery Agencies and industry stakeholders.
• → Coordinate stakeholder inputs required to support readiness and transition outcomes.
• → Support the development of transition directives, implementation instructions and supporting correspondence.
• → Prepare reports, briefs and documentation for governance and readiness forums.
• → Support capability transition decision-making through evidence-based advice and analysis.
• → Maintain auditable records of readiness assessments, decisions and supporting artefacts.
• → Analyse transition dependencies across LC4 capability streams.
• → Support synchronisation of readiness and transition activities across the LC4 Program.
• → Contribute to assurance activities led by the LC4 Program Assurance Team.

The LC4 Program supports modernisation of the Land Network to ensure Army maintains a contemporary, interoperable and resilient command, control and communications capability. It operates through a multi-tranche approach that enables continuous and iterative capability development in response to emerging threats, changing operational requirements and advances in technology.

Program delivery is undertaken by integrated teams within Army Headquarters, working with Functional Commands, Lead Delivery Agencies, industry and other Defence stakeholders.

• Demonstrated experience in Introduction into Service, capability transition, sustainment planning or capability readiness activities.
• Sound understanding of the Defence Capability Lifecycle and Capability Realisation Framework.
• Experience coordinating transition activities across multiple stakeholders and organisations.
• Experience developing readiness assessments, transition plans or related governance artefacts.
• Strong written and verbal communication skills, including preparation of briefs, reports and governance documentation.
• Demonstrated ability to engage effectively with ADF, APS, LDA and industry stakeholders.
• Ability to analyse readiness risks and provide evidence-based recommendations.
• NV1 security clearance (minimum), or ability to obtain and maintain.

• Formal qualifications in project management, logistics, engineering, systems, business management or a related discipline.
• Experience working within Army, LDA, Joint Capabilities Group or a comparable Defence organisation.
• Familiarity with sustainment, training, workforce generation and logistics management frameworks.
• Experience supporting capability acceptance, transition, sustainment handover or operational release activities.
• Knowledge of Land C4 capabilities and the Army operating environment.
• Military experience, or exposure to Army headquarters, exercises or operational activities.
