The DSS Level 3 Design Lead will provide support to the LC4ISREW architect with technical leadership and systems engineering management regarding capability architecture and system design. The role is required to conduct/support senior technical stakeholder engagement to assure and inform the design, development and acceptance of capability.
The role will support the Director in maintaining technical coherence across project systems engineering and technical teams to ensure capabilities are interoperable, secure, fit-for-purpose and aligned with Defence priorities.
The LC4ISREW Design Lead will support the architect and technical team, assure the technical coherence of capability design and integration, and ensure compliance with architecture and engineering standards. The personnel will deliver specialised systems engineering expertise supporting the effective integration, governance and technical assurance of complex capabilities. RFQTS 17451 MP

Responsibilities

  • →Understudy and support the LC4ISREW Architect and technical team.
  • →Conduct senior technical stakeholder engagement to support the design of traches and sub-systems.
  • →Prepare written briefs for senior committee’s including the Information Exchange Control Board, and Land Integration Board.
  • →Support Business Case development, and prepare (and deliver) briefings as required.
  • →Participate in relevant working groups, including those led by C4ISRDesign (Force Integration Division) and the Land Network Integration Centre.
  • →Oversee project activities, including capability development, risk reduction related activities and contributing to feedback and advice regarding maturity and suitability for Commonwealth acceptance.
  • →Lead LC4SIREW technical engagement across the Department of Defence, Australian Signals Directorate, and international partners.
  • →Contribute to Program deliverables, including but not limited to providing input and reviewing the Operational Concept Document, Test and Evaluation Management Plan, Program Strategy, Integrated Capability Directive, and the Land Domain Concept.
  • →Provide technical leadership across project systems engineering and technical teams, to harmonise effort and align tranche/project/system design to business outcomes and the Defence C4ISREW environment.
  • →Support audits and other Program governance activities.
  • →Provide support, within discipline, to other functional areas in LC4ISREW Program.
  • →Engage with relevant stakeholders, identify any gaps, risks, or issues.
  • →Be prepared to provide specialist advice to working groups and LCD Stakeholders.
  • →Manage obstacles that will impede the deliverables being successfully executed.
  • →Successfully collaborate with ADF, APS staff and Defence contractors.
  • →Self-manage their hours to ensure contractual obligations are being met and to advise the Project Manager of contractual risks.

  • Excellent knowledge of MS Office, databases and information systems
  • Excellent organisational and leadership skills
  • Outstanding communication and interpersonal abilities
  • Demonstrated experience in Systems Engineering Management roles
  • Degree in Engineering, Computer Science, or relevant field for C4 design.
  • Demonstrated experience in Defence ICT Programs or technical Force Design roles
  • Project Management experience or skills
  • Previous experience in delivery group roles within Defence Digital Group or Defence Delivery Group
  • Degree, or relevant experience in Systems Engineering Management
  • Degree or studies associated with network security and data-centric security models
  • Experience with the Capability Lifecycle.
  • Experience providing security input and guidance to Defence projects at various points of the Capability Lifecycle. RFQTS 17451 MP

Land Command, Control, Communications and Computing (Land C4) Program enables effective command and control, communication and information management systems that support the situational awareness required to sustain decision superiority within the Land and Joint Forces.
Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) program modernises and sustains the capabilities that give the Land Force situational awareness, decision superiority and the application of electronic warfare effects. It enables littoral manoeuvre through the delivery of geospatial intelligence capabilities and leads the establishment of the Land Targeting Enterprise (LTE) in support of the integrated force.
