Position Summary

The Vice President of Finance – Service Delivery is a senior leader responsible for providing strategic and operational financial leadership for Pressley Ridge’s service delivery operations. The position partners closely with the CFO and operational leadership to ensure financial health, sustainability, regulatory compliance, and effective performance of service delivery programs.

The Vice President provides oversight of financial planning, budgeting, forecasting, financial reporting, program contract and financial performance, billing and revenue cycle management, accounts receivable, cash flow, internal controls, and facilities. The position is accountable for helping ensure that financial resources, staffing service volumes, reimbursement, and operating costs are aligned with program objectives and organizational expectations.

The Vice President provides clear, timely, and actionable financial analysis to support operational and strategic decision-making; identifies financial risks and opportunities; and develops strategies to improve financial performance while maintaining quality, compliance, and service delivery objectives. The position also provides leadership and oversight to the Finance, Billing, and Facilities functions supporting service delivery operations and serves as a key financial business partner to operational leaders and the CFO.

Responsibilities

  1. Support
    1. Financial Leadership and Service Delivery Performance
      1. Monitors the financial health, sustainability, and performance of service delivery operations and proactively identify financial risks, opportunities, and corrective actions.
      2. Develops and maintains a comprehensive understanding of program funding structures, contractual requirements, reimbursement methodologies, risk arrangements, administrative cost provisions, resource allocations, and financial reporting requirements.
      3. Partners with operational leaders to evaluate program financial performance, including revenue, staffing, service volumes, utilization, productivity, and operating costs.
      4. Analyzes service delivery economics and develop recommendations to improve program performance, resource allocation, margins, and financial sustainability.
      5. Supports the CFO and operational leadership with financial analysis and recommendations related to program performance, resource allocation, contracts, growth opportunities, and other strategic decisions.
    2. Budgeting, Forecasting and Financial Reporting
      1. Leads the annual budgeting and forecasting process for service delivery operations in partnership with operational leadership and the CFO.
      2. Reviews monthly financial results and provide meaningful analysis of budget-to-actual and forecast-to-actual variances.
      3. Ensures timely, accurate and consistent financial reporting to operational leadership, the CFO, and other organizational stakeholders.
      4. Develops and maintains financial dashboards and key performance indicators that integrate financial and operational information and support timely management decision-making.
    3. Accounting, Billing, Revenue Cycle and Cash Management
      1. Provides oversight of accounting and financial operations supporting service delivery, ensuring accurate, timely, and complete financial information.
      2. Oversees billing and revenue cycle activities to maximize revenue realization, minimize billing errors and delays, and ensure compliance with contractual and regulatory requirements.
      3. Monitors accounts receivable, cash collections, aging, write-offs, and other working capital measures.
      4. Monitors the financial impact of service documentation, authorizations, utilization, payer requirements, billing issues, and other factors affecting revenue realization and cash flow.
  2. Quality Improvement.
    1. Identifies opportunities to improve financial and operational processes, reduce inefficiencies, and strengthen revenue and cost management.
    2. Partners with operational leadership to evaluate financial and operational performance and implement corrective actions and improvement strategies.
    3. Uses financial and operational data to identify trends, measure results, and support continuous improvement.
    4. Promotes processes and practices that improve financial sustainability while maintaining quality, compliance, and service delivery.
  3. Communication
    1. Communicates financial results, risks, opportunities, and recommendations clearly and timely to the CFO and operations leadership.
    2. Translates complex financial and operational information into actionable information for non-financial leaders.
    3. Maintains open and effective communication with Finance, Billing, Facilities, and operational leaders.
    4. Prepares and presents financial information, reports, and recommendations to leadership and other stakeholders as appropriate
  4. Supervision
    1. Receives supervision.
      1. Receives supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
    2. Provides supervision.
      1. Supervises staff directly or their supervisors depending upon the personnel's actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.  Ensures that staffing is qualified and provides quality services within the department.
  5. Leadership
    1. Provides leadership, coaching, mentoring, and professional development to direct reports and establish clear goals, performance expectations, and accountability measures.
    2. Fosters a culture of accountability, collaboration, innovation, customer service, and continuous improvement across areas of responsibility.
    3. Translates complex financial and operational information into clear, actionable recommendations for the CFO and non-financial leaders.
    4. Performs other duties and special projects assigned by the Chief Financial Officer and support organizational initiatives that advance Pressley Ridge’s strategic and financial objectives.
  6. Community Engagement
    1. Represents the organization professionally and promotes the organization’s mission, values, and commitment to quality services.
    2. Provides financial and business expertise to support SSCC initiatives involving community partners and external stakeholders.
    3. Participates in organizational, community, and stakeholder activities as appropriate.
  7. Documentation
    1. Ensures financial, billing, accounting, contract, and facilities records are accurate, complete, timely, and maintained in accordance with organizational and regulatory requirements.
    2. Ensures appropriate documentation and supporting information are maintained for financial transactions, billing, reimbursement, contracts, audits, and other compliance requirements.
    3. Establishes and maintains appropriate documentation standards and processes within areas of responsibility.
    4. Ensures timely completion and retention of required financial and operational reports and supporting documentation.
  8. Risk Management and Safety
    1. Ensures financial operations supporting service delivery comply with applicable federal, state, local, contractual, and organizational requirements and maintain appropriate internal controls.
    2. Supports internal and external audits, coordinate audit schedules and supporting documentation and ensure timely resolution of audit findings.
    3. Provides oversight of the Facilities Management function, ensuring facilities are safe, well-maintained, compliant, financially sustainable, and aligned with program needs.
    4. Partners with the CFO and operational Leadership on significant financial, operational, facilities, capital investment, and risk management decisions.
  9. Professional Development
    1. Maintains current knowledge of financial management, accounting, billing, reimbursement, funding methodologies, regulatory requirements, and other areas relevant to the position. 
    2. Identifies and promotes professional development opportunities for Finance, Billing, and Facilities staff.
    3. Stays informed of emerging trends, best practices, and regulatory changes affecting financial and operational activities.

                                                Qualifications

                                                1. Education/Credentials/Licensure:
                                                  1. Requires a master’s degree in finance, business administration, or related field.
                                                  2. Certified Public Accountant (CPA) license, preferred.
                                                  3. Requires a valid driver's license and auto insurance.
                                                2. Experience:
                                                  1. Requires five (5) years of accounting experience.
                                                  2. Requires three (3) years of leadership experience.
                                                3. Clearances Required by Applicable Regulations:
                                                  1. State Police
                                                  2. FBI
                                                  3. Child Abuse Clearances
                                                  4. Mandated Reporter-Recognizing and Reporting Child Abuse training certificate and/or statement

                                                Working Conditions

                                                1. Physical Demands
                                                  1. This position requires operating a keypad device 80% of the day and electronic/office equipment 80% of the day. Travel is required approximately 5 times per month and may require travel by plane. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower and upper torso is used 75% of the day. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 10% of the day. Standing occurs 10% of the day. Sitting happens 80% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. The maximum lift is 25 pounds, 1 time per day.
