Job Summary
Assistant Secretary to the Mayor and the City Council; Supervisor of Official Records if the City Council, Assistant Records Management Officer of the City; and Assistant Administrator of Municipal Elections; Assistant Municipal Court Coordinator of clerical functions.

Supervision received and exercised

Receives policy direction from City Secretary/City Council.

Exercises direct and indirect supervision over clerical staff.

Examples of important responsibilities and duties - Essential and other important duties and responsibilities may include, but are not limited to, the following:

            Essential Duties and Responsibilities:

            Act in absence of City Secretary.

Assist in planning, coordinating and conducting all Municipal Elections in accordance with the laws of the State of Texas.

Maintain files of official City documents; research topics and obtain copies of official records; provide factual information related to City Council action.

Compile Ordinances and Resolutions for codification.

Assist in records management program, planning, formulating and prescribing records disposition policies, systems, standards and procedures to protect the safety and security of municipal records.

Assist in establishing and administering policies, procedures and guidelines for departmental operation.

Assist in coordinating the preparation, implementation, administration and monitoring of the budget, annual report, budget estimates and operational reports of Mayor/Council, City Secretary, Municipal Court and Elections.

Interface with citizens and departments to discuss and resolve complex issues.

Receive and/or direct response to difficult and sensitive citizen complaints and requests for information.

QUALIFICATIONS
Knowledge of:

Applicable Federal, State, Municipal and Election laws and procedures.

Records management.

Business letter writing and report preparation.

Principles of budget preparation and administration.

Modern office principles and procedures.

Principles of effective public relations.

Principles of personnel, supervision, training and performance evaluation.

Ability to:

Act in a professional manner.

Maintain confidentiality in the performance of duties.

Communicate effectively orally and in writing.

Manage, supervise and evaluate personnel.

Interpret and apply applicable Federal, State and local policies and procedures, laws and regulations.

Establish and maintain effective working relationships.

Maintain mental capacity, which allows the capabilities to:
  • Exercise sound judgement and rational thinking under stressful circumstances
  • Evaluate various options and alternatives and choose an appropriate and reasonable course of action
  • Prepare complex policies and recommendations
  • Effectively supervise personnel
  • Operate effectively in an economically and culturally diverse environment

Maintain effective audio-visual discrimination and perception for:
  • Making observations
  • Reading and writing
  • Operating necessary and assigned equipment
  • Communicating with others

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way would be:

Experience
Four years of experience in responsible clerical and office work.

Training:

Equivalent to a Business Administration Degree or Secretarial Certification from an accredited college or university.

License or Certificate:

Possession of or ability to obtain a State certified Notary Public License.
