Role Summary: 
The Finance & Accounting Manager is a dual-entity role responsible for the full accounting function of both Rocket Partners Philippines and Rocket Partners US. Based in Makati and reporting directly to the Chief Operating Officer, this person owns the end-to-end accounting function; including month-end close, financial reporting, payroll accounting, regulatory compliance, and cash management for both entities independently, maintaining both within a shared Xero instance as separate companies. The role requires equal fluency in Philippine statutory requirements and US accounting practices, and serves as the primary financial liaison between the two offices. 
  • Own the full month-end and year-end close for the PH entity in Xero
  • Prepare monthly financial statements (P&L, Balance Sheet, Cash Flow) and supporting schedules within 5 days of month-end
  • Maintain the PH general ledger; ensure all transactions are coded accurately
  • Prepare trial balance and custom transaction detail reports from Xero
  • Prepare work papers and supporting schedules for the PH external auditor; manage all year-end audit requirements and documentation
  • Prepare financial analyses and management reports for the COO as needed
  • Own the full month-end and year-end close for the US entity in Xero
  • Prepare monthly US financial statements (P&L, Balance Sheet, Cash Flow) and supporting schedules within 5 days of month-end
  • Maintain the US general ledger; ensure Gusto payroll entries and all other transactions are recorded accurately in Xero
  • Prepare trial balance and custom transaction detail reports from Xero
  • Prepare work papers and supporting schedules for the US external CPA and annual audit; maintain audit-ready records year-round
    Prepare financial analyses and management reports for the COO as needed 
  • Record and reconcile all intercompany transactions between the PH and US entities on a monthly basis
  • Prepare monthly intercompany billing — including the PH Service Invoice to the US entity based on billable hours from the Harvest Time Report (issued on the 1st working day of each month
  • Ensure intercompany balances are fully reconciled at month-end with zero unresolved variances; escalate discrepancies to the COO promptly
  • Maintain clear documentation for all inter-company charges, cost allocations, and management fees 

  • Translate the accounts of Rocket Partners PH OPC from Philippine Pesos (functional currency) to US Dollars in accordance with applicable accounting standards, applying the appropriate exchange rates for assets, liabilities, income, and expenses
  • Perform a line-by-line consolidation of the accounts of Rocket Partners PH OPC and Rocket Partners LLC US to prepare consolidated financial statements and supporting schedules stated in US Dollar currency
  • Maintain clear documentation of translation adjustments and consolidation eliminations; reconcile any foreign currency translation differences and report to the COO 

  • Process fully manual bi-monthly payroll for all PH employees; arrange bank credit of net pay and distribute pay slips
  • Coordinate with HR on payroll changes (new hires, salary adjustments, deductions) at least 5 days before cut-off
  • Obtain and incorporate attendance reports; calculate and apply all adjustments and deductions
  • Review payroll calculations for accuracy each period; obtain COO approval before processing
  • Prepare payroll annualization and final withholding tax computation by January 31 annually
  • Review and process employee expense reports and reimbursement requests; ensure proper documentation and COO approval before payments
  • Reconcile Gusto payroll reports to Xero each pay cycle; ensure payroll journal entries are accurate and complete
  • Maintain payroll records for approximately 30 US employees and contractors in coordination with Gusto
  • Review Gusto reports for accuracy each cycle; flag discrepancies to the COO
  • Reconcile employer payroll tax liabilities and ensure they are reflected correctly in Xero
  • Review and process US employee expense reports and reimbursements; reconcile in Xero
  • Review incoming invoices and bills; process and record in Xero with complete supporting documentation
  • Schedule weekly AP payments (checks or direct bank credit); obtain COO approval before releasing
  • Monitor remittance from US entity on PH Service Invoices within agreed payment terms
  • Maintain petty cash and imprest funds; request replenishment at approximately 60% disbursed
  • Prepare weekly PH cash position report; apprise COO of cash standing every Monday
  • Maintain monthly bank reconciliations for all PH accounts
  • Review and process US vendor bills in Xero; ensure complete supporting documentation
  • Monitor US accounts receivable; follow up on outstanding client invoices
  • Schedule and arrange timely US AP payments; obtain COO approval before releasing
  • Prepare weekly US cash position report alongside the PH report
  • Maintain monthly bank reconciliations for all US accounts 
  • File all BIR returns on schedule: 1601C, 1601E/EQ, 2550M/Q, 1702Q, 1702 (see Appendix B for full calendar)
  • Submit monthly SSS, PhilHealth, and HDMF contributions via ePortals by the 15th of the following month
  • File annual Alphalist of Employees (1604C) by January 31
  • File Audited Financial Statements with the SEC by May 31 annually
  • Obtain payment approvals and process all mandatory obligations before statutory deadlines
  • Flag PH tax or legal issues to the COO; engage legal/tax consultants or external auditors as needed
  • United States: 
  • Coordinate with US external CPA on federal and state income tax filings; provide required schedules and workpapers
  • Track and compile sales tax data by state as applicable
  • Prepare annual 1099 data for all US contractors; coordinate filing with the external CPA
  • Monitor and reconcile federal and state payroll tax liabilities in Xero
  • Support the US external auditor during annual audit fieldwork
  • Flag US tax or compliance issues to the COO promptly
  • Ensure robust internal controls are in place for all financial transaction processing across both entities
  • Maintain complete and organized supporting documentation for all transactions; implement efficient filing, retention, and disposition systems
  • Keep both Xero entities audit-ready at all times — clean GL, reconciled accounts, complete workpapers
  • Participate in regular financial review meetings with the CEO/COO covering both entities
  • Perform such other duties and responsibilities as may be assigned by the COO from time to time
  • Monthly financial statements for both PH and US entities — delivered within 5 days of month-end
  • Monthly intercompany reconciliation with zero unresolved variances
  • Fully compliant PH government filings (BIR, SSS, PhilHealth, HDMF, SEC) within all statutory deadlines
  • Accurate bi-monthly PH payroll processing and distribution; monthly US Gusto payroll reconciliation
  • PH Service Invoice issued on the 1st working day of each month; remittance monitored within agreed terms
  • Weekly cash position report covering both entities — delivered every Monday
  • Audit-ready financial records for both entities at all times
  • Annual 1099 filings for US contractors; annual PH payroll annualization by January 31
  • CPA license required; minimum 5–7 years of progressive accounting/finance experience
  • Demonstrated experience managing the full accounting function for two or more entities simultaneously
  • Strong working knowledge of Philippine tax regulations and statutory filings (BIR, SSS, PhilHealth, HDMF) with hands-on ePortal experience
  • Familiarity with US accounting practices, 1099 requirements, and coordination with US external CPAs and auditors
  • Proficient in Xero; experience managing multi-entity setups strongly preferred
  • Experience with Gusto or similar US payroll platforms at the reconciliation and journal entry level
  • Advanced MS Excel skills for financial templates and manual payroll processing
  • Highly organized and deadline-driven; able to manage recurring close cycles across two time zones independently
  • Strong communicator; comfortable working directly with senior leadership and external advisors across PH and US
  • Potential to mentor and oversee junior accounting staff as the team grows
