Redefining the Future Network, Inc. (RTFNetwork) is a community-based behavioral health organization in Baltimore, Maryland, providing trauma-informed, culturally responsive clinical services to youth, adults, and families through Outpatient (OP), Intensive Outpatient Programs (IOP), and
related behavioral health services. RTFNetwork is committed to operating in accordance with The Joint Commission accreditation standards for Behavioral Health Care and Human Services, including all applicable Human Resources Management (HRM), Leadership (LD), and Provision of Care, Treatment, and Services (PC) standards.
Position Summary
The Clinical Director provides clinical leadership and oversight for all therapeutic programming within RTFNetwork's Outpatient Mental Health Clinic (OMHC), including the agency's Intensive Outpatient Programs for adolescent and adult levels of care. This individual collaborates closely with the leadership of the Psychiatric Rehabilitation Program (PRP) and the Supported Employment program to ensure coordinated, person-centered service delivery across the continuum of care. The Clinical Director is responsible for ensuring that all clinical services are delivered in accordance with regulatory, licensing, and accreditation requirements, including those established by The Joint Commission, the Maryland Department of Health, the Behavioral Health Administration, applicable third party payers, and RTFNetwork’s policies. In addition to administrative and supervisory duties, the Clinical Director maintains at least 15 billable clinical hours per week and serves on the agency's executive leadership team.
Essential Duties and Responsibilities
- Provide clinical leadership and oversight for all therapeutic programming within the Outpatient Mental Health Clinic (OMHC), including individual, group, and family therapy services
- Provide day-to-day clinical leadership and oversight of IOP programming, including treatment planning, group and individual therapy services, and discharge planning
- Collaborate regularly with the leadership of the Psychiatric Rehabilitation Program (PRP) and Supported Employment program to coordinate care, align treatment goals, and support client transitions across levels of care
- Maintain a minimum of 15 billable clinical hours per week, providing direct therapeutic services to clients
- Ensure that all clinical staff operate within their defined scope of practice and licensure, consistent with Joint Commission Human Resources Management (HRM) standards
- Conduct, or designate qualified staff to conduct, clinical supervision in accordance with Maryland licensure board supervision requirements for associate-level clinicians
- Develop, review, and revise clinical policies, procedures, and program curricula to maintain compliance with Joint Commission Provision of Care (PC) and Performance Improvement (PI) standards
- Oversee clinical documentation practices, including timeliness, accuracy, and completeness of client records, treatment plans, progress notes, and risk assessments
- Lead orientation and ongoing competency assessment for clinical staff, consistent with Joint Commission standard HR.01.06.01, including initial competency assessment and reassessment no less than every three years
- Participate in performance improvement activities, incident reviews, and root cause analyses as part of the agency's quality assurance program
- Support primary source verification of licensure, certification, and registration for all clinical staff, in collaboration with Human Resources
- Serve as a clinical resource for crisis intervention, risk assessment, and safety planning, including suicide risk screening consistent with National Patient Safety Goal 15 (NPSG.15)
- Represent RTFNetwork in interactions with accrediting bodies, licensing authorities, payers, and community partners
- Perform other duties as assigned by the Chief Executive Officer
Minimum Qualifications
Education
Master's degree or doctoral degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a closely related clinical behavioral health field from a regionally accredited college or university.
Licensure and Certification
Current, active, and unrestricted independent clinical licensure in the State of Maryland is required, such as Licensed Certified Social Worker (LCSW-C), Licensed Clinical Professional Counselor (LCPC), or Licensed Clinical Marriage and Family Therapist (LCMFT). Licensure must remain current and in good standing for the duration of employment, and will be verified through primary source verification prior to hire and at renewal, in accordance with Joint Commission requirements for credentialing.
Experience
- Minimum of five years of post-licensure clinical experience in behavioral health, substance use, or trauma-focused treatment settings
- Minimum of two years of clinical supervisory or program leadership experience, including supervision of associate licensed clinicians
- Experience with Intensive Outpatient Program (IOP) level of care preferred
- Experience supporting accreditation readiness with The Joint Commission, CARF, or a comparable accrediting body preferred
Required Knowledge, Skills, and Competencies
Consistent with Joint Commission standard HR.01.06.01, the organization defines and assesses the following competencies for this role prior to the start of patient care responsibilities, and at least once every three years thereafter:
- Clinical assessment, diagnosis, and treatment planning for individuals across the lifespan
- Crisis intervention, de escalation, and suicide risk screening and management consistent with NPSG.15
- Clinical supervision practices aligned with Maryland Board of Social Work Examiners and Board of Professional Counselors and Therapists requirements
- Documentation standards for medical records, including timeliness and content requirements
- Cultural responsiveness and trauma informed care principles
- Performance improvement methods, including data collection, root cause analysis, and corrective action planning
- Knowledge of applicable federal and state confidentiality requirements, including HIPAA and 42 CFR Part 2
Pre-Employment and Ongoing Requirements
In accordance with Joint Commission Human Resources Management (HRM) standards, all offers of employment for this position are contingent upon successful completion of the following:
- Primary source verification of all required education, licensure, certification, and registration
- Maryland State Police and FBI criminal background check, in accordance with applicable law and organizational policy
- Review of the Office of Inspector General (OIG) List of Excluded Individuals and Entities, and the System for Award Management (SAM) exclusion list
- Completion of orientation, including organizational policies and procedures, key safety content, infection prevention, and job-specific duties, prior to providing care, treatment, or services
- Ongoing professional development and continuing education sufficient to maintain licensure and meet competency reassessment requirements
