With the current alignment of US Federal and State government, as well as industry interest in Small Modular Reactor (SMR) and advanced reactor technologies such as Terrestrial Energy’s IMSR, there is today a unique and compelling opportunity to participate in the execution of the company’s growth business plan.

The Vice President, U.S. Licensing and Regulatory Affairs is responsible for leading Terrestrial Energy’s U.S. nuclear licensing and regulatory strategy in support of the deployment of IMSR Plants in the United States.
Reporting directly to the Chief Executive Officer, this executive role provides leadership over all U.S. Nuclear Regulatory Commission (NRC) licensing activities, including regulatory strategy development, preparation of licensing applications, regulatory engagement, and coordination of licensing efforts across engineering, safety analysis, fuel, and plant design teams.
The Vice President serves as the Company’s senior authority on U.S. nuclear regulatory matters, representing Terrestrial Energy with the NRC, federal agencies, industry organizations, project partners, and customers, and plays a central role in enabling successful IMSR licensing and deployment.
Key Responsibilities
Regulatory Strategy & Leadership
- Lead and execute the Company’s overall U.S. nuclear licensing and regulatory strategy for IMSR deployment
- Serve as the primary executive interface with the U.S. Nuclear Regulatory Commission
- Develop licensing strategies under 10 CFR Part 50 and 10 CFR Part 52 regulatory frameworks
- Lead regulatory strategy development for advanced reactor licensing and long‑term risk mitigation
- Monitor regulatory trends and proactively adapt strategies to evolving NRC requirements and rulemaking
Licensing Execution
- Direct preparation and submission of licensing applications, including Construction Permits, Combined License Applications (COLAs), and Early Site Permits (ESPs)
Oversee preparation of Preliminary and Final Safety Analysis Reports (PSAR/FSAR) and related licensing documentation - Lead preparation, review, and submittal of licensing topical reports
- Direct responses to NRC Requests for Additional Information (RAIs)
- Maintain compliance with all applicable federal, state, and local nuclear safety regulations
Cross Functional Coordination
- Coordinate regulatory workstreams across engineering, safety analysis, fuel, and plant design teams
- Provide regulatory guidance on licensing implications of design changes and project decisions
- Align regulatory strategy with Company commercial development objectives
- Support customer project development and site-specific licensing strategies
External Engagement & Representation
- Represent the Company in NRC meetings, technical exchanges, audits, and public licensing activities
- Support development of regulatory content for project proposals and strategic initiatives
- Work closely with the Vice President of Government Relations to align regulatory and policy efforts
- Engage with industry organizations, partners, and government programs supporting advanced nuclear deployment
Organizational Leadership
- Lead and manage internal licensing teams, contractors, and external regulatory advisors
- Develop and implement internal regulatory training programs
- Build a disciplined, high‑performing regulatory organization capable of supporting multiple licensing programs

Requirements
- Bachelor’s degree in engineering or science from an accredited university
- Minimum 15 years of professional experience in nuclear licensing or regulatory affairs
- Extensive direct interaction with the U.S. Nuclear Regulatory Commission
- In‑depth knowledge of 10 CFR Part 50 and Part 52 licensing frameworks
- Demonstrated leadership of complex nuclear licensing programs
- Experience managing licensing teams and coordinating multidisciplinary regulatory efforts
- Strong technical understanding of nuclear reactor systems and safety analysis
- Exceptional technical writing skills for regulatory submissions
- Excellent interpersonal, communication, and leadership skills
Preferred Experience
- Advanced reactor or Generation IV reactor licensing
- Familiarity with molten salt reactor technology
- Participation in industry regulatory organizations (e.g., NEI)
- Experience supporting licensing of new nuclear plant deployments
- Engagement with U.S. Department of Energy nuclear programs
- PMP certification
- Risk management experience
