The purpose of this consultancy is to provide technical leadership and project management for UNICEF’s Foundational Learning (FL) portfolio. Working in seamless coordination with the Ministry of Education and Technical Education (MoETE), the consultant will lead the co-design, quality assurance, and implementation of evidence-based interventions. The focus is on scaling evidence-based models across primary, preparatory, and TVET levels to ensure every learner achieves foundational mastery in alignment with national priorities.
Area of work and key deliverables are:
Area 1: Lead the technical design, planning, and implementation packages ready for scale-up FL programmes in partnership with MoETE.
Area 2: Ensure effective and quality implementation of FL initiatives through structured coordination and oversight of various implementation activities such as coordinating timelines, stakeholders, and deliverables across UNICEF and key partners to ensure coherence, quality& timely delivery, and evidence generation
Area 3: Establish a coherent performance, quality assurance, and documentation to guide effective implementation and scale-up of FL initiatives
Area 4: Accelerate the progress of foundational learning interventions by integrating Ed-Tech solutions and blended learning approaches to reach more students and ensure quality learning for all.

Requirements
~1 min read- Bachelor's degree in Education, Social Sciences, International Development, or Humanitarian Studies. A Master's degree in Education is considered a strong asset.
- Minimum 10–15 years of progressively responsible experience in foundational learning, early grade education, and adolescent remediation programmes.
- Proven experience co-designing large-scale education programmes with Ministries of Education, ensuring alignment with national curricula, policies, and institutional systems.
- Strong expertise in programme design across the learning continuum, including literacy, numeracy, school readiness, and remediation.
- Solid project management experience, including multistakeholder coordination, planning, timeline management, and risk mitigation.
- Demonstrated experience designing and delivering Training of Trainers (ToT), teacher professional development models, and instructional support systems.
- Experience integrating evidence, monitoring data, and research into programme design and implementation refinement.
- Understanding of early childhood education systems, school readiness programming, and teacher education pathways.
- Experience in international development sector is a strong asset.
- Excellent analytical, writing, and presentation skills, with the ability to translate complex technical concepts into clear, practical guidance for teachers and government stakeholders.
