The Caribbean region faces ongoing challenges in achieving universal access to safe and resilient WASH services. While basic coverage is generally high, significant gaps remain in rural areas, small island states, informal settlements, and vulnerable communities. Aging infrastructure, weak wastewater and fecal sludge management systems, limited financing, and fragmented governance continue to affect service quality, sustainability, and public health outcomes.

To address these challenges, stronger sector governance, sustainable financing, and institutional capacity are needed. UNICEF and its partners recognize that infrastructure investments alone are insufficient and emphasize the importance of strengthening human resources, sector leadership, climate-resilient planning, utility performance, and knowledge sharing. Regional cooperation, partnerships with academic institutions, and capacity-building initiatives are key to advancing resilient and safely managed WASH services across the Caribbean.

The purpose of the consultancy is to help in defining how the new UNICEF Caribbean MCO can strategically engage with the emerging Caribbean Water Centre of Excellence (CWCoE) and with the broader Caribbean regional WASH agenda. The strategy will clarify where UNICEF can add value as a technical and convening partner, while maintaining its independence, visibility and strategic role in support of governments and regional institutions.

• Education: Master’s degree in WASH, public health, environmental engineering, climate resilience, public policy, education/capacity development or related field  
• Work Experience: At least 10 years of experience in WASH sector strategy, systems strengthening, sanitation, climate resilience or sector reform;
• Demonstrated experience in human capital development, training systems, institutional capacity development or workforce planning;
• Strong knowledge of sanitation systems, fecal sludge management, WASH financing and climate-resilient infrastructure;

• Skills: Excellent analytical, consultation and writing skills.
• Language Requirements: Fluency in English is required.
• Desirables: Experience working with UNICEF, World Bank, regional institutions, development banks or government-led sector platforms.
