The purpose of this consultancy is to provide senior‑level project management, coordination, and technical advisory support to UNICEF Supply Division for the Update of Global Procedures and Guidance Documents (GPGDs) under the UNICEF Regulatory Framework (RF).

Under the guidance of the Chief QAPC, The consultant will support the end‑to‑end planning, coordination, and phased implementation of updates to approximately 33 existing GPGDs (and any newly identified documents), ensuring:

  • Continued compliance with the UNICEF Regulatory Framework;
  • Alignment between GPGDs and Divisional Procedures (DPs), particularly in the context of upcoming ISO 9001 accreditation preparations;
  • Integration of requirements linked to new and evolving initiatives (e.g. Low Value Procurement, eProcurement, Policy AI tools);
  • Improved clarity, consistency, usability, and accessibility of supply guidance across Headquarters, Regional Offices, and Country Offices.
  • Training material development and training roll-out strategy in place.

Requirements

  • Education: Master’s degree in Supply Chain Management, Business Administration, Commerce, or Public Administration
  • Work Experience:
  • Minimum 12 years’ experience in procurement and supply chain management including both private and the public sector
  • Minimum 5 years’ experience in developing and implementing policy and guidance projects within the United Nations, with a preference for procurement policy
  • Skills:
  • Experience in writing procurement policy, procedures and guidelines within the United Nations, citing examples of relevant prior works;
  • Project management skillset, with proven ability of running complex projects related to policy implementation with multiple stakeholders in a complex regulatory framework environment
  • Development and implementation of training materials and methodologies associated with policy implementation
  • Strong communication and writing skills
  • Language Requirements: English
