UNICEF’s Office of Emergency Programmes (EMOPS), through the Risk Analysis and Preparedness Section (RAPS), leads global efforts on risk monitoring, anticipatory analysis, and preparedness to inform timely humanitarian action. The function includes risk scanning, analytical reporting, and collaboration with HQ, regional and country offices, as well as inter-agency partners.

The selected staff member will work under the supervision of Emergency Specialist (Anticipatory Action Lead) and in close collaboration with relevant HQ divisions, regional offices, country offices, and inter-agency partners.

  1. Support the Return on Investment (RoI) Study on Preparedness and Anticipatory Action including:
  • Contribute to data and evidence collection by coordinating inputs from country offices and partners, including questionnaires, case studies, and relevant datasets.
  • Facilitate field-level information gathering by supporting structured outreach and follow-up with participating offices and stakeholders.
  • Compile and organize collected data and documentation to ensure accessibility and readiness for analysis.
  • Review and quality assure incoming data and submissions to ensure consistency, completeness, and alignment with study requirements.
  • Support preliminary analysis and synthesis of qualitative and quantitative findings, including identifying trends and key insights.
  • Participate in internal and external meetings related to the RoI study and provide technical inputs and analytical perspectives.
  1. Contribute to risk analysis and preparedness workstream including:
  • Contribute to global and inter-agency risk analysis processes by reviewing, synthesizing, and interpreting existing analyses, including but not limited to QHS and other platforms.
  • Support ongoing risk scanning efforts by identifying emerging risks, trends, and priority issues relevant to humanitarian preparedness and response.
  • Contribute to El Niño-related risk and impact analysis, including compiling inputs from regions and partners.
  • Draft analytical products, including briefing notes, situation overviews, and summaries on emerging risks and humanitarian implications.
  • Support the preparation of presentations and analytical inputs for internal and inter-agency discussions.
  • Collaborate with HQ, regional, and country-level stakeholders to facilitate information exchange and alignment on risk analysis priorities.
  1.  Undertake other tasks and assignments as may be required.
  • Contributions to RoI study datasets, documentation, and analytical inputs
  • Quality-assured and compiled inputs from country offices and partners
  • Draft analytical notes and briefing materials (including on El nino and other risks)
    Contributions to RAPS risk analysis outputs and internal/external briefings
  • Documentation of meetings and key analytical insights

Requirements

  1. An advanced university degree in one of the following fields is required: international relations, economics, political science, data analysis or an equivalent of at least 7 years relevant professional experience on risk analysis, preparedness, and anticipatory action.
  2. Proven experience in humanitarian risk analysis, research or data analysis with strong analytical, drafting and data interpretation skills.
  3. Fluency in English is required.

Funding arrangement
This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

The Office will cover the ticket for economy class travel and 50% DSA for one month travel.
