Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. UNICEF Ethiopia is looking for a seasoned professional who can manage the day-to-day receipt and dispatch of UNICEF supplies in the UNICEF Warehouse while ensuring that storage conditions and cargo handling are in accordance with product-specific requirements, and that appropriate security measures are maintained to ensure the safety of program supplies.

Under the direct supervision of the Warehouse Officer, it manages the day-today reception and dispatching of UNICEF supplies in the UNICEF Warehouse while ensuring that storage conditions and cargo handling are in accordance with product specific demands, and that appropriate security conditions are maintained to assure the safety of programme supplies.  

Summary of key functions/accountabilities:

  1. Warehousing and inventory management.
  • Manage UNICEF warehouse facilities and operations in line with UNICEF policies and procedures. Assess warehousing capacity including facilities, conditions of equipment, manpower and processes.
  • Ensure accurate and complete accounting, reporting and internal control systems are in place, and relevant records are properly maintained.
  • Assess the availability of space and prepare stacking and storage plans to ensure appropriate storage and optimize use of space.
  • Supervise receipt of consignments and dispatch of supplies.
  • Carry out regular physical counts of inventory in the warehouse.
  • Assess the availability of space and prepare stacking/storage plans prior to UNICEF programming/contingency commodities arrivals.
  1. Management of dispatch and Acknowledgment. 
  • Prepare a dispatch schedule based on distribution plans and consignee details provided by program sections and/or release order for warehouse stock on a regular basis.
  • Coordinate with the contracted transport company on the need for types and numbers of truck requirements to distribute supplies as per dispatch scheduled on a timely basis.
  • Organize and handle monitoring system for collection of Governments Receipts (Model 19s) and provide quarterly reports on regular basis.
  • Vision inventory database is accurate, maintained properly, and updated regularly.
  • Supervise the performance of daily laborers and the security guards and provide guidance on how to handle incoming and outgoing supplies and persons during and after working hours. Report on irregularities when observed.
  1. Warehouse and Inventory Management in VISION.
  • Ensure that all local supplies should have Purchase Orders, Delivery notes and pre-inspection reports prior to receiving them into the warehouse.
  • Assists in the maintenance and management of UNICEF Warehouse and Inventory Management ERP VISION by providing support in receiving and dispatch.
  • Conduct periodically physical stock checking and update bin cards to ensure the accuracy of physical stock balance with the VISION.

Ensure that the supplies are distributed based on the FIFO/LIFO/FEFO method to minimize loss due to expiry and damage.

Minimum requirements

  • Education: Completion of secondary education, preferably supplemented by technical or university courses in a field related to logistics, supply chain management, operations management, business administration, industrial engineering, transportation management, information systems, warehouse management and other related fields.
  • Work Experience: At least 5 years of relevant work experience in Supply Management/Contracting/Logistics, warehouse operations, inventory management, supply chain management, logistics coordination, distribution management, materials handling, transport coordination, stock control, records management, compliance management and any other related fields.
  • Skills: Inventory Control, Manage Warehouse Operations, Purchase Orders.
  • Language Requirements: Fluency in English is required.

Desirables

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  • Formal training in warehousing, training in physical storage conditions or in inventory control, knowledge of FEFO principles
  • Experience with ERP inventory systems
  • Experience with FIFO and LIFO, experience coordinating transport logistics, experience in government receipt processes, technical courses in logistics
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian context.
