The Indonesian Environment Fund (IEF/BPDLH), established in 2019 under the Ministry of Finance, is Indonesia’s main national vehicle for environmental financing. Mandated to mobilize and manage public and private funds for climate action, biodiversity conservation, and sustainable development, the IEF plays a key role in achieving the FOLU Net Sink 2030 target. This effort is reinforced by Results-Based Contributions from the Government of Norway to support forest and land rehabilitation nationwide. 

To ensure strong governance and fiduciary standards in managing these funds, UNDP, with support from the Royal Norwegian Embassy, is implementing the INSIGHT (Institutional Strengthening for Indonesian Environment Fund Governance and Oversight) project. Through Direct Implementation Modality, INSIGHT provides high-level technical assistance to strengthen the IEF’s governance, oversight, regulatory frameworks, and data-driven decision-making, while supporting initiatives that contribute to FOLU Net Sink 2030. The project delivers four core outputs covering institutional gap analysis, strengthened governance and financing frameworks, enhanced management information systems and transparency tools, and improved institutional positioning and stakeholder engagement. Collectively, these efforts aim to build trust, enable the IEF to manage larger and more complex funding portfolios, and support Indonesia’s transition toward a green and sustainable economy.

Under the supervision of the National Project Manager, the Budget Management Associate will support the delivery of programme and project activities by entering and managing project data in UNDP’s corporate systems and by providing day-to-day technical and financial support to project implementation in accordance with UNDP rules and regulations. 

The Associate will work in close collaboration with the project team, operations units, and programme staff in the Country Office to resolve finance-related issues and ensure effective information exchange. 

Responsibilities

The Budget Management Associate will work under supervision of the National Project Manager and on daily basis will be coordinated by NLCD. He/she will work full-time to carry out his/her responsibilities.

Provides effective support for management of the budget and financial management of the projects within the cluster assigned focusing on the achievement of the following results:

  • Effective support to the Project Manager in putting together background information to assist in drafting project documents, work plans, budgets, proposals, etc.;
  • Effective support to the management, accounting and administration of budgets for the CO programme in general and for specific projects;
  • Timely creation of a project in Quantum, well prepared budget revisions and timely submission to Finance Resource Management Unit (FRMU), revised project award and project status, timely data collection to support project monitoring, including the delivery of project outputs against resources utilized; determination of unutilized funds, proper operational and financial close of projects.
  • Provision of financial administrative support to regularly update the project management module in UNDP’s enterprise resource planning system (Quantum’). This data helps UNDP to report on its Country Programme Action Plan and contribution to the UN Partnership Development Framework (UNPDF) with Indonesia;
  • Updated database of active development partners, donors and private sector actors in the field of waste management in Indonesia.
  • Provision of finance related guidance to the executing agencies on routine implementation of projects.
  • Presentation of information for audit of NIM projects, supports implementation of audit recommendations.

Provides effective accounting and administrative support to the portfolio in general and to specific projects within the cluster assigned focusing on achievement of the following results:

  • Creation of requisitions in Quantum for development projects, register of goods receipt
  • Timely and accurate support for the portfolio in general and to specific projects within the cluster assigned in creating voucher, issuing requisition, budget checking and receipting in Quantum.
  • Effective and timely monitoring of the Accounts Receivables for UNDP projects and follow- up with partners on contributions;
  • Provision of administrative support for presentation of the project to the Project Appraisal Committee. Assistance with the finalization of the donor contribution agreement;
  • Provision of financial administrative support for regular project board sessions to review progress against deliverables and targets;
  • Provision of financial management support for regular project assurance monitoring (IPAR), active role in discussions to identify project operational and financial problems, development of solutions;
  • Effective and timely Monitoring of Financial Report and the supporting document from implementing partner against agreed annual work plan

Supports resource mobilization focusing on achievement of the following results:

  • Structured documentation of all information and communication with donors related with financial, budget, relevant work plans
  • Proper management and administration of budgets, regular monitoring for the mobilized resources within the assigned cluster and regular financial monitoring/spot check exercise to implementing partner and or responsible party
  • Timely review of contributions agreement, and accurate account to record contribution
  • Preparation of financial reports for donors according to donor’s requirements and schedule of reporting.
  • Provision of advice and updated review on the overall budgetary and financial situation of
  • development projects, including resource mobilization and expenditures status and performance vis-à-vis targets.

Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Organization of training for the operations/ projects staff within the unit
  • Synthesis and documentation of lessons learned and best practices in project support management
  • Contributions to knowledge networks and communities of practice.

Requirements

Education:

  • Secondary Education is required with specialized certification in accounting and/or Finance. 
  • University degree in Finance or Accounting is desirable. 
  • Part-qualified accountants from an internationally accredited  institute of accountancy will have a distinct advantage
  • Fully Qualified Accountant, from an internationally accredited  institute of accountancy or Full Completion of the UNDP Finance  Training and Certification Programme (FTCP). No UNDP  Accountancy and Finance Test (AFT) is required. 
  • Candidates with no professional accountancy qualifications, but  with degrees that major in accountancy and/or finance must  complete UNDP Finance Training and Certification Programme  (FTCP), if recruited. However, no UNDP Accountancy and Finance Test (AFT) is required.
  • Candidate with no professional accountancy qualifications but  with relevant experience must successfully undertake UNDP  Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited. 

Experience:

  • Minimum of 7 years (with secondary education) or 4 years (with Bachelor Degree) in the field of development for project management support is required.                                                                                                                                          

Required Skills:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required.
  • Relevant experience in administrative/ financial/ procurement/ asset management and project activities is required.

Desired skills:

  • Experience in liaising and coordinating with government counterparts would be highly desirable
  • Experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies will be an advantage.
  • Experience in collecting, analyzing, and summarizing administration report.
  • Advanced experience in spreadsheet and database packages, experience in handling of web-based management systems is desired.
  • Experience using budget/ travel management using UN/ UNDP rules and regulation would be desirable.

Required Language(s):

  • Fluency in English and Bahasa Indonesia in both writing and speaking is required.

Travel:

  • Include any official travel expected to be associated with performing the functions.
