Under current TOR, UN Women Moldova seeks an international consultant or a team of consultants to provide capacity building on crisis management and safe leadership in public administration and politics. 

The consultant is expected to deliver training courses tailored for women in leadership function in public sector. The developed methodology will contain topics related to transformative and adaptive leadership in politics and decision making; women’s leadership in crisis preparedness and resilience; violence against women in politics and online safety; framing, message formulation and public presence in high-pressure contexts; responding to sexist narratives and gender disinformation; psychological resilience; crisis communication and crisis-communication drills; and other relevant topics. 

It shall be noted that the implementation of the tasks will require close collaboration with the UN Women team and the team of local consultants and will be reporting to the Programme Specialist on Women in Leadership, and Gender Sensitive Governance and Budgets, and will be supported by the Project Analyst within the same area., who will be the point of contact on the contract and payment issues.

The selected consultant is responsible for ensuring the successful completion of the tasks, as follows:

  1. Develop learning modules/methodology on crisis leadership and safe leadership in politics, ensuring alignment with international standards, national legislation, and best practices, covering inter alia: framing and message formulation; public presence; responding to sexist narratives and gender disinformation; psychological resilience; and communication in times of crisis.
  2. Deliver at least 6 training sessions on crisis leadership and safe leadership in politics (up to 25 participants * up to 6 trainings). Pre- and post-training questionnaires assessing the knowledge of participants will be developed and conducted.
  3. Provide individual advisory sessions for the beneficiaries of the program, on demand, within, or as a component of the capacity building program. 
  4. Develop a Final Report on the assignment, summarizing lessons learned, challenges, and recommendations for future capacity‑building opportunities.

The assignment should be carried out within a period of 12 months with possible extension (up to 30 working days) with possible extension. The above-mentioned tasks are indicative and subject to further detailing through specific service requests to be made by UN Women Moldova CO during the contract duration; other tasks and duties may be revised/added if required as per expertise.

The Consultant will provide overall coordination and technical leadership for the delivery of the training and will be responsible for preparing, consolidating, and submitting all required deliverables, including:

  • Learning modules/methodology, facilitation guides and training materials, approved by UN Women;
  • Training sessions delivered as per the approved methodology, including agendas, attendance records and pre- and post-training questionnaires with analysis of results;
  • Final Report on the assignment, summarizing results achieved, lessons learned, challenges, and recommendations for future capacity-building opportunities.
     

UN Women will be responsible for organizing the logistics and coordinating participant invitations. All deliverables shall be agreed with UN Women and provided in electronic format.

The Consultant shall be paid for the services performed under the Contract on a per-day basis. UN Women shall pay the Consultant upon certification by UN Women that the services have been satisfactorily performed, and upon submission and approval of corresponding deliverables and timesheets. The fee may be payable in installments and the number of days worked is to be determined solely by UN Women. The Consultant agrees and acknowledges that acceptance of the Contract does not guarantee any minimum fee to be paid to the Consultant. 

This is a home-based consultancy. As part of this assignment, there will be up to 3 trips to Moldova, which will be coordinated and covered separately by UN Women.

Requirements

  • Master’s degree or equivalent in Political Science, Public Administration, Public Policy, Gender Studies, Law, International Relations, Psychology, Leadership Development, or other related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certification in leadership development, facilitation, or project/programme management would be an asset.
  • At least 5 years of proven experience in designing and delivering methodologies and training programmes on transformative and adaptive leadership in politics and decision-making, particularly for women in public leadership roles is required.
  • Proven experience in developing curricula, facilitation guides, and interactive methodologies for executive-level or senior public officials is required.
  • Experience working with parliaments, governments, local authorities, or international organizations on governance and women’s political participation is required.
  • Experience in women’s leadership in crisis preparedness and resilience, including work related to crisis governance, emergency response, or institutional resilience is an advantage.
  • Experience working with international organizations is an advantage, including UN, is an advantage.
  • Fluency in English is required.
  • Working knowledge of Romanian language is an asset.
