It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In the Arab States region, UN Women is implementing an exciting and unique regional programme entitled ‘Dare to Care’ (DTC) (from October 2023 to April 2027) with the goal of transforming patriarchal social norms and masculinities, with a focus on four priority countries: Morocco, Egypt, Jordan and Tunisia. This ground-breaking regional programme promotes gender equality and women’s empowerment using the involvement of men and boys in unpaid care and household responsibilities as entry point. The programme is also meant to contribute to shift discriminatory social norms and break stereotypes that impede women’s participation in paid employment and the public sphere.
The ’Dare to Care’ regional programme is funded by the Swedish International Development Cooperation Agency (Sida), the German International Development Cooperation Agency (GIZ) and the Basque Country’s International Development Cooperation Agency. It works towards the achievement of three following three outcomes:
- Outcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls.
- Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls.
- Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.
The programme also engages with religious actors and institutions to promote gender equitable interpretations of religious teachings and practices, particularly to promote the involvement of men and boys in unpaid care and household responsibilities, and to eliminate stereotypes against women’s participation in the public sphere.
The programme has a strong focus on the mobilization of young people to transform patriarchal masculinities and social norms, and it is building this work upon partnerships with youth-led CSOs, women’s CSOs working with youth, national women’s machineries and youth-serving institutions from national governments of target countries of the programme.
About the Role
~1 min readUnder the overall guidance and direct supervision of the ‘Dare to Care’ Regional Programme Manager, the Monitoring and Evaluation Consultant ensures effective monitoring, evaluation and reporting of the DTC programme. The consultant will support and strengthen monitoring and evaluation and reporting processes and systems of the DTC programme, develop M&E tools for the DTC programme and its implementing partners, build M&E capacity of those partners, and foster a M&E culture (i.e., data-driven culture).
The assignment of the consultant is home-based and the travel costs of any work missions of the consultant to the target countries of the programme will be covered by the DTC programme. The total number of workdays for this consultancy is 91 days, which is estimated in 13 workdays per month. The progress of the work of the consultant will be delineated and supervised by the DTC Regional Programme Manager. The consultant will submit a monthly report on the progress of work that will need to be cleared by the DTC Regional Programme Manager before the monthly payment is processed.
Responsibilities
~2 min readUnder the direct supervision of the ‘Dare to Care’ (DTC) Regional Programme Manager, and in alignment with UN Women’s policies and guidelines on M&E and reporting, the M&E consultant will substantively support the DTC regional programme for the development of all the M&E systems required by the programme as well as to fulfill all the M&E and reporting requirements of the programme with the donors. Namely the following functions:
- →Develop the monitoring systems of the DTC regional programme, identifying gaps, redundancies, and new opportunities;
- →Monitor programme results (outputs and outcomes) by collecting and analyzing data for the indicators established in the programme;
- →Monitor the timely and efficient completion of programme activities that are planned to lead to results;
- →Update the programmes’ performance measurement framework as needed;
- →Provide timely and quality submission of data, analysed reports, field trends on M&E;
- →Maintain a results-oriented database of all programmes information and results accessible to internal and external evaluators as per UN Women rules and procedures;
- →Serve as a focal point for baseline and end line surveys based on key indicators and strategies approved in the programme document;
- →Provide substantive inputs to the implementation of annual work plans for the programmes with effective operational strategies, clear deliverables, annual targets with indicators and milestones;
- →Identify and facilitate documentation of evidence based good practices on M&E of the programme;
- →Provide technical support and inputs to the annual progress reports of the programme for the programme donors and to finalize the package of the end-of-programme report of the ‘Men and Women for Gender Equality’ regional programme (predecessor of the DTC regional programme); ·
- → Provide M&E support for the effective results-based implementation and monitoring of the community-based interventions of the DTC programme in Egypt, Morocco and Jordan; ·
- →Develop baselines and M&E system for the youth-serving institutions partnering with UN Women under the DTC programme in Egypt, Morocco, Jordan and Tunisia; ·
- →Build capacity on M&E for UN Women’s partner organisations under the DTC regional programme; · Monitor progresses and impact of the regional social mobilization campaign targeting youth to increase unpaid care of men and boys; ·
- →Support the development of M&E systems for other key programme interventions and partnerships, as needed; ·
- →Provide advice and technical assistance on M&E to the DTC programme team as needed.

This is a home-based consultancy that might require some work missions to the DTC target countries in the Arab region, namely Morocco, Egypt and Jordan. The travel costs of these work missions -if they take place- will be covered by the UN Women’s DTC programme.

Requirements
~1 min read- Master’s degree or equivalent in one of the following disciplines: Monitoring and Evaluation, International Development, Gender/Women’s Studies, International Relations, Social Sciences or a related fields is required;
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 7 years of professional experience in the field of Monitoring and Evaluation for international development programmes or projects and/or other related field is required;
- Experience working in Monitoring and Evaluation for gender equality and women’s empowerment programmes or projects, and analytic work experience in gender and masculinities is required;
- In-depth understanding of cultural nuances involved in gender norms and masculinities in the Arab region is required;
- Proven experience in working and cooperating with a myriad of stakeholders and partners, including government, private sector, civil society, international organizations and grassroots organizations are required;
- Previous experience working for the UN system is desirable.
- Fluency in English and Arabic languages is required;
- Knowledge of French language is desirable.
