We are building a new R&D and production facility in Groningen for in house EU mass production, including precision machining and coating. This is a greenfield role. You design, build and own the complete HSEQ system from the ground up, from the first line of the Quality Policy to the first certified machine cycle. You are the single accountable person for operational safety, environmental permitting, the QMS, certification and customer quality compliance. You work directly with the CTO and the production team, and you are the primary external contact for certification bodies, subsidy providers, auditors, regulators and customer quality representatives. The foundation does not yet exist. You build it and you own it.

Own HSEQ end to end: certification, compliance, permits, quality KPIs and the data record that becomes ground truth for the company.

   • Lead all subsidy applications, communications and ongoing compliance with SNN, RVO and Belastingdienst as accountable owner, working with existing external contractors.

   • Maintain a subsidy compliance register covering active programmes, eligibility conditions, reporting deadlines, records and milestone evidence.

   • Work with Finance to ensure Capex and Opex records, investment timelines and activity logs meet the evidentiary standard of each programme.

   • Identify new subsidy and grant opportunities as scope evolves.

   • Own the ISO 45001 OHS system: hazard and risk assessment for all operations, incident investigation, emergency response, fire safety, facility monitoring and hazardous substance handling.

   • Own the ISO 14001 environmental system: aspect register, waste stream management, energy monitoring and legal compliance.

   • Manage all permit requirements (Omgevingsvergunning) including applications, renewals, regulatory communications and authority inspections.

   • Track and advise on EcoVadis and CSRD supply chain obligations and ESG criteria.

   • Define, build and own the HSEQ/QMS ISO Annex L architecture for ISO 9001, 14001 and 45001 as the first target, scaling to ISO 14971 and AMS/MIL and potentially ISO 13485 or AS9100.

   • Set, write, enforce and improve the Quality Policy and Quality Objectives (defect rate, on time delivery, Cpk targets, CAPA closure time), all foundational QMS documentation and the Regulatory Requirements Register mapped to processes, markets and geographies.

   • Author and maintain all process sheets, work instructions and Control Plans with explicit Key Characteristic identification, including FMEA, SPC, PPAP and FAI workflows.

   • Track all stakeholder requirements (customers, regulators, subsidy providers, certification bodies, employees, suppliers) in a living register.

   • Conduct internal audits on a defined schedule and lead all external audits.

   • Own and automate the complete inspection and record architecture: versioning and revisions, raw material certificates, operator and machine IQ/OQ/PQ logs, in process gauging, post machining CMM, calibration schedules and records, finished goods release and KPIs, with full traceability.

   • Own the NCR, root cause detection and CAPA systems end to end.

   • Define and maintain the Approved Supplier List, evaluation criteria and procurement quality records together with the operations team.

   • Own the Management Review cycle: prepare data, chair the meeting and produce formal records.
