This position as a Senior Infrastructure Protection Analyst supports Air Force Civil Engineering Directorate (A4C). This person will support the execution of the AF/A4C Strategic Implementation Plan (SIP) by advancing enterprise initiatives related to infrastructure protection, installation resilience, mission assurance, infrastructure hardening, critical asset protection, cyber readiness, personnel protection, camouflage, concealment and deception (CCD), and installation sensor modernization. Coordinates actions across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, Combatant Command stakeholders, and installation personnel to develop and implement policy, governance, and strategic initiatives that improve the Department of the Air Force's ability to secure, harden, operate, sustain, restore, and recover mission-critical infrastructure in contested environments and across the homeland. Supports development of implementation plans, performance measures, executive briefings, strategic recommendations, and decision-support products that strengthen installation readiness, survivability, resilience, and operational effectiveness against kinetic, cyber, environmental, and emerging threats.
Responsibilities
~3 min read- →Coordinate and collaborate with Government personnel in the planning, implementation, execution, and continuous improvement of Infrastructure Protection strategic initiatives under AF/A4C program management oversight.
- →Support implementation of Strategic Implementation Plan objectives and initiatives related to installation infrastructure hardening, personnel protection, kinetic asset protection, cyber resilience, hardened infrastructure sustainment, industrial control system (ICS) resilience, camouflage, concealment and deception (CCD), and installation sensor modernization. Coordinate stakeholder actions, develop implementation products, monitor milestone execution, assess risks to implementation, and provide recommendations that improve strategic outcomes and accelerate initiative delivery.
- →Develop and maintain Plans of Action and Milestones (POA&Ms), implementation plans, strategic roadmaps, performance measures, governance products, executive dashboards, and status reports supporting Infrastructure Protection priorities. Coordinate milestone updates with action owners and prepare recurring executive updates and briefing materials for senior leadership.
- →Coordinate with Headquarters Air Force organizations, AF/A5/7, AFCEC, AFIMSC, MAJCOMs, installations, Joint partners, and other Department of Defense stakeholders to develop, integrate, and implement policy, guidance, governance frameworks, engineering standards, and operational concepts supporting installation resilience and mission assurance objectives. Facilitate cross-functional collaboration to resolve enterprise issues and integrate stakeholder requirements into Department of the Air Force Infrastructure Protection strategies.
- →Perform program analysis by evaluating enterprise readiness, infrastructure vulnerabilities, resilience requirements, mission assurance capabilities, emerging threats, and strategic initiative performance. Develop assessments, trend analyses, business cases, executive correspondence, and decision-support products that inform Department of the Air Force investment, policy, and risk-management decisions.
- →Support development and implementation of enterprise policy, guidance, and reporting frameworks for installation cyber readiness, including infrastructure cyber-related readiness requirements, cyber incident response and recovery considerations, and installation-level resilience measures supporting mission assurance in contested environments. Assist with development of policy and guidance for remote monitoring, smart-building sensor technologies, centralized infrastructure monitoring capabilities, and sensor sustainment requirements that improve situational awareness and enable proactive management of critical infrastructure assets.
- →Support workforce development and force-generation initiatives associated with Infrastructure Protection Strategic Implementation Plan objectives. Coordinate development of training requirements, technical standards, operational guidance, and implementation strategies supporting hardened infrastructure maintenance and repair, cyber resilience, Industrial Control System (ICS) manual persistence, and recovery of mission-critical infrastructure systems. Assist with identification of training gaps, development of certification pathways, and integration of lessons learned and best practices into enterprise training and force-development programs.
- →Research emerging technologies, industry best practices, and innovative approaches related to infrastructure protection, resilience engineering, remote monitoring systems, smart facilities, threat-informed infrastructure design, and mission assurance, and develop recommendations that support modernization and continuous improvement across Department of the Air Force Infrastructure Protection programs.
- →Provide detailed updates to leadership and stakeholders by coordinating, facilitating, and participating in meetings, governance forums, technical working groups, and strategic planning sessions. Develop associated products including briefing slides, executive summaries, meeting minutes, after-action reports, white papers, and senior leader decision materials.
- Bachelor’s Degree from an accredited university and ten (10) or more years of experience supporting Air Force or Department of Defense programs supporting installation resilience, infrastructure protection, mission assurance, critical infrastructure, emergency management, force protection, civil engineering, cybersecurity, or related Department of Defense programs
- Demonstrated ability to analyze legislative direction, DoD policies, and organizational processes, and to develop practical improvements and solutions
- Experience with critical infrastructure resilience, infrastructure hardening, adaptive base defense, mission assurance, or installation survivability initiatives
- Experience supporting development, coordination, or implementation of strategic plans, policies, governance frameworks, implementation roadmaps, or enterprise-level initiatives
- Experience conducting program assessments, risk analysis, readiness evaluations, vulnerability assessments, or strategic analyses to support senior leader decision-making
- Able to grasp and competently apply policy for project requirements definition, programming, and execution
- Excellent written and verbal communication skills
- Analytical, communication, problem solving, and time management skills
- Strategy and policy development experience
- Top Secret/SCI clearance required.
- Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
- Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
- Comply with company drug and alcohol policy.
- Be authorized to work in the US or will be authorized by the successful candidate’s start date.
- Retired/separated Air Force or military member
- Ability to produce concise, decision‑ready written products (e.g., talking points, decision memos, briefing slides) for GO/SES audiences
- Able to self-teach new technical and non-technical concepts
- Familiarity with Industrial Control Systems (ICS), Operational Technology (OT), installation cyber resilience, or critical infrastructure cybersecurity concepts
- Familiarity with remote monitoring technologies, smart-building systems, sensor networks, facility monitoring systems, or related infrastructure technologies
- Experience supporting development of policy, guidance, technical standards, training programs, or certification frameworks within Department of Defense or federal organizations
- Experience working with Joint Staff, OSW, Combatant Commands, or interagency partners
- Experience collaborating with Headquarters Air Force Civil Engineer organizations, AF/A5/7, AFCEC, AFIMSC, MAJCOMs, and other DoW stakeholders to analyze organizational challenges, develop strategic solutions, and implement enterprise process improvements and governance initiatives
- Experience in analyzing processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles
