About the Role

The Senior Director of Quality, Innovation and Health (QIH) provides strategic leadership for resident well-being, behavioral health integration, quality improvement, innovation, and grant development across Plymouth Housing. Reporting to the Vice President of QIH, this senior leader helps shape department strategy, strengthen service quality, and expand innovative, resident-centered practices that support long-term stability and healing.

This role supervises the Director of Innovation and the Directors of Resident Well-Being, while also partnering closely with the Senior Director of Building Operations to align resident well-being, trauma-informed practice, behavioral and mental health linkages, harm reduction, crisis response, and deep resident engagement with building operations. The Senior Director also plays a key role in helping Plymouth expand its behavioral health strategy as QIH grows.

Responsibilities

  • Lead QIH strategy, including resident well-being, behavioral health integration, quality improvement, and innovation.
  • Supervise the Director of Innovation and the Directors of Resident Well-Being.
  • Support the development and implementation of resident well-being practices grounded in Housing First, harm reduction, trauma-informed care, and relationship-based service.
  • Guide continuous quality improvement efforts, change initiatives, and program design and implementation.
  • Strengthen consistency in service delivery, documentation, and quality assurance across resident well-being teams.
  • Oversee grant research, funding opportunity review, and grant management coordination in partnership with the Director of Innovation.
  • Partner with Finance and Resource Development on grant budgets, reporting, and funding strategy.
  • Use data, trends, and program feedback to improve outcomes and guide decisions.
  • Collaborate with Housing Operations, Compliance, Safety, Finance, and other departments to support resident stability and service coordination.
  • Support behavioral health expansion, crisis response partnerships, and resident engagement across the portfolio.
  • Builds trust and works respectfully with people from many backgrounds and lived experiences, contributing to safe, welcoming housing communities where residents experience dignity, choice, and belonging.
  • Uses self-awareness and humility to communicate effectively across differences, adapt approach, and treat people with fairness and respect.
  • Strong leadership and team development skills.
  • Proven experience leading CQI and change initiatives.
  • Experience in program design and implementation.
  • Experience with compliance standards and audits at the King County, state, and national levels.
  • Experience leading multidisciplinary or transdisciplinary teams.
  • Deep understanding of Housing First, trauma-informed care, harm reduction, and supportive housing practices.
  • Strong strategic thinking, analytical skills, and sound judgment.
  • Excellent communication, facilitation, and relationship-building skills.

Requirements

  • Seven or more years of progressively responsible experience in supportive housing, behavioral health, human services, or related leadership roles.
  • Three or more years of management experience supervising managers or senior staff.
  • Experience with grant strategy, grant management, or funder partnerships preferred.
  • Experience in quality improvement, behavioral health integration, or program development preferred.
  • Experience serving people experiencing homelessness, low-income residents, or people with complex service needs preferred.
  • Bachelor’s degree in human services, social sciences, public administration, or a related field, or equivalent experience.
  • Master’s degree preferred.
