1. Job Scope


The Logistics Officer is responsible for coordinating the transportation, delivery, and reporting activities for the Buffalo Bicycle Distribution Project. Working closely with the Warehouse Controller who manages stock and storage; this role focuses on ensuring bicycles are efficiently dispatched and delivered to Schools and District Councils within the project areas, with complete and accurate distribution records maintained throughout.


2.  Key Duties and Responsibilities

2.1 Liaison with the Warehouse Controller

•    Work closely with the Warehouse Controller to coordinate the release and loading of bicycles for each distribution run.
•    Confirm dispatch quantities against approved distribution schedules before bicycles leave the warehouse.
•    Receive and file waybills and dispatch notes issued by the Warehouse Controller for all outgoing stock.
•    Report any discrepancies between dispatched and received quantities to the Warehouse Controller and Project Manager promptly.


2.2 Distribution Planning & Execution

•    Develop and implement a detailed distribution schedule covering bicycle deliveries to all Schools and District Councils within the 6-month timeline.
•    Map all recipient schools and District Council collection points and plan delivery routes by district and zone.
•    Coordinate with District Council officers and school heads to confirm delivery dates, quantities, and receipt arrangements.
•    Manage loading plans and ensure correct quantities are dispatched to each school or District Council point per the approved allocation list.


2.3 Transportation Management

•    Source, contract, and manage transport service providers for movement of bicycles from the warehouse to schools and District Council collection points.
•    Plan vehicle scheduling and routing by district to ensure cost-effective and timely deliveries across all target areas.
•    Monitor and document all vehicle movements, fuel usage, and signed delivery confirmations from receiving schools and District Councils.
•    Ensure transport providers comply with safety standards, contractual obligations, and agreed delivery timelines.


2.4 Documentation & Reporting

•    Maintain complete and accurate records of all deliveries including dispatch notes, waybills, and signed receipt forms from schools and District Councils.
•    Prepare weekly and monthly logistics progress reports showing bicycles delivered per school, per district, and cumulatively against the overall project target.
•    Track distribution against targets and flag variances, delays, or access challenges to the Project Manager early.
•    Support audits and spot checks by ensuring all school and District Council delivery documentation is organized and accessible.


2.5 Coordination & Stakeholder Engagement

•    Liaise with District Council officers, school heads, and education authorities to plan and confirm delivery schedules in advance.
•    Communicate delivery dates and quantities to receiving schools and District Councils and ensure authorized personnel are available to receive bicycles.
•    Coordinate with procurement and finance teams to ensure timely processing of transport and logistics costs.
•    Communicate proactively with the COO regarding access challenges, school closures, or any risks to the delivery schedule.


3.  Knowledge, Qualifications & Experience

•    Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or a related field.

 •    Minimum 3 years of experience in logistics, transportation coordination, or field distribution operations.
 •  Demonstrated experience managing large-volume commodity distributions (preferably physical goods, equipment, or non-food items).
  •  Strong planning and organizing skills.
  •  Ability to work effectively alongside other functional roles.
  •  Proficiency in MS Excel and basic logistics tracking tools.
  •  Valid driver's license and willingness to travel to field locations regularly.
  •  Strong organizational, communication, and problem-solving skills.


Desirable

 •  Experience working with government institutions, District Councils, schools, or education-sector programs.
•   Familiarity with bicycle handling, assembly, or related product logistics.
•   Experience managing third-party transport contractors.


4.  Competencies

5. Work Conditions

•     Contract Duration: 6 months (with possibility of extension subject to performance and funding).
•     Contract Type: Fixed-term, full-time.
•     Travel: Regular travel to field distribution sites is required.
