Formulation of Training Curricula and Provision of Capacity Development Training for Mogadishu / BRA Staff

During preparation and compilation of the TAPF 2025 – 2026 Work Plan, six general, programme thematic areas were identified, being Thematic Area 1, “Development Planning”, 2, “Investment Policies and PPP”, 3, “Monitoring and Evaluation Support”, 4, “TVET Support”, 5, “Climate Resilience and Environment” and 6, “Aid Management and Coordination”. These themes, and / or a variation on these themes, were commonly identified as priority needs across all planning authorities, states and regions of Somalia. 

In BRA (the Banadir Regional Administration), Priority #1, and the first activity to be undertaken under the Banadir Regional Administration TAPF programme, was formulation of a BRA “Mogadishu Transformation Plan” (MTP). 

Although commencing later than initially envisaged, the BRA Department of Planning, Investment and Economic Development (DoPIED) formally initiated work on preparation of the MTP in November 2025 (successfully concluding the regional development plan in February 2026). 

Among a number of other priority initiatives, “Conducting Training Programmes to Upskill BRA Staff” was identified and listed as Activity 2.6.3, i.e. Activity 3 under Thematic Area 6, “Aid Management and Coordination”, in the TAPF BRA Work Plan. Development of this initiative comprises the focus of this new assignment proposal.

For various reasons, including high birth rates, insecurity in and displacement from the rural areas, and a shift in economic activity from traditional agrarian livelihoods to trade and manufacturing, Mogadishu is currently undergoing a period of rapid urbanization and population growth, with much of the population housed in informal IDP camps, which has significantly increased demand for social and transport infrastructure, and housing and municipal services, such as energy, water and waste disposal. This rapid growth in the population of the metropolitan area has placed considerable strain on existing planning systems, service delivery mechanisms and institutional coordination structures. Thus, as urban expansion and concentration continue apace, the need for effective governance systems capable of managing growth among the urban population has become increasingly urgent.

In this regard, the Banadir Regional Administration, and particularly the Department of Planning, Investment and Economic Development (DoPIED), plays a central role in managing Mogadishu’s development, with responsibilities spanning urban planning, infrastructure coordination, environmental management and delivery of essential municipal services. However, regardless of its mandate, BRA faces institutional and technical capacity limitations that affect its ability to effectively plan, coordinate and implement development initiatives in a consistent and integrated manner. In consequence, a programme of targeted skills training is required (aligned with the Mogadishu Transformation Plan (MTP)) that prioritises institution strengthening and promotes improved urban planning and enhanced service delivery. By focusing on strengthening technical expertise, improving governance systems, and enhancing coordination across departments and districts, a programme of targeted skills training will support BRA in translating strategic priorities (as defined in the MTP) into practical and sustainable outcomes. 

In context of the above, this assignment proposal sets out a programme of targeted training that is designed to enhance the institutional and technical capabilities of BRA staff across five key operational areas: urban planning, strategic planning and policy development, municipal service delivery, women’s leadership and participation, and Training of Trainers (ToT) for implementation of the Mogadishu Transformation Plan (MTP). 

The programme aims to address critical capacity gaps in planning, coordination, and service delivery while strengthening institutional systems for governance and accountability. 

The programme, as designed, will directly benefit 240 officials from BRA departments and district administrations, through application of a structured and practical training approach.

Note: The Banadir Regional Administration (BRA), also known as Mogadishu Municipality, governs Mogadishu and its immediate surroundings. 

The city is divided into 20 districts, comprising Abdiaziz, Boondheere,, Daarasalaam, Dayniile, Dharkeynley, Garabaaley, Gubadleey, Huriwaa, Hodan, Howl-Wadag, Kaaran, Kaxda, Shangaani, Shibis, Waaberi, Wadajir, Warta Nabada, Xamar-Jajab, Xamar-Weyne and Yaaqshiid. 

Each district has its own administrative headquarters and police station, but public services, especially healthcare, education and waste disposal, are primarily delivered by the private sector.

Therefore, by improving technical skills, enhancing coordination mechanisms, and promoting inclusive participation, the programme will contribute to more effective municipal governance and improved service delivery outcomes for the estimated 3.5 million residents of Mogadishu.

In specific terms, the capacity development programme will comprise five complementary components, each designed to address a specific capacity gap within the Banadir Regional Administration (BRA) and its district administration. The five components combine targeted training interventions, with clearly defined objectives, to strengthen both technical and institutional capacities across key operational areas. 

Each component is structured to deliver a practical outcome that will support effective implementation of the Mogadishu Transformation Plan (MTP) and contribute to improved governance and service delivery, at both central and district levels. 

Individually, the five complementary training components comprise:

The first component will focus on strengthening urban planning capacity and will be delivered as a four-day workshop targeting 30 to 35 engineers and technical staff from municipal public works departments. 

The training will cover key areas, including spatial planning, land use management, infrastructure planning, Geographic Information Systems (GIS), and climate sensitive urban development approaches, and is expected to enhance technical planning capacity and to improve coordination, with respect to infrastructure development.

The objectives of the urban planning capacity development sub-component will be:

  1. To strengthen knowledge and skills in urban planning, including spatial planning, land use management and infrastructure planning and implementation supervision.
  2. To build practical capacity in the use of GIS tools and climate-sensitive planning approaches.
  3. To improve coordination and application of integrated planning practices within municipal public works departments.

This component will consist of a three-day training workshop targeting 45 to 50 officials across various BRA departments and will focus on strengthening institutional capacity in strategic planning and policy development.

The training will introduce participants to practical tools for developing strategic plans aligned with national and municipal priorities. The training will also cover monitoring, evaluation, accountability and learning (MEAL) systems, to improve performance tracking and reporting. 

Participants will gain skills in results-based management and evidence-based decision-making, which will enhance BRA’s ability to effectively design, implement and monitor development programmes.

The objectives of the strategic planning, policy development and MEAL training sub-component will be:

  1. To strengthen capacity in strategic planning and policy development processes.
  2. To enhance skills in results-based management and performance monitoring.
  3. To improve the design, implementation and tracking of development programmes.

This training sub-component will manifest as a three-day workshop targeting 55 local government officials, including District Secretaries and service delivery staff. It will focus on improving the efficiency and coordination of municipal service delivery systems across sectors such as waste management, water services and environmental management. 

The training workshop will explore practical approaches to solving service delivery challenges and improving operational performance. It will also emphasise accountability, citizen engagement and responsiveness in service provision. 

Participants will develop actionable solutions to enhance service delivery at district level while the objectives of the improved municipal service delivery training sub-component will be:

  1. To strengthen coordination mechanisms among departments responsible for service delivery.
  2. To improve the efficiency and quality of municipal service delivery systems.
  3. To enhance accountability and citizen engagement in service delivery sectors.

This component of the capacity enhancement programme will target 50 participants, including women department directors, district women’s committee chairpersons and female staff from across BRA and its district administrations, in a 5-days training activity. 

The basic focus of the programme will be on strengthening leadership, management and decision-making skills among women in public life, and will, therefore, serve to build confidence and enhance the ability of women leaders to more actively participate in governance processes. It will also promote gender inclusion and encourage women’s leadership in institutional roles, contributing to a more inclusive, balanced and effective structure of governance within BRA.

The overall objectives of the women’s leadership and participation in local governance training programme will be:

  1. To strengthen the leadership and management skills of women in BRA and its district administrations.
  2. To increase women’s participation in decision-making and public administration processes.
  3. To build confidence and capacity among female staff in planning and service delivery.

ToT training for 60 District Commissioners, District Planning Directors and District Secretaries will comprise a 6-day training programme focusing on strengthening local government capacity for effective implementation of the Mogadishu Transformation Plan (MTP), and will cover planning, coordination and monitoring of MTP priorities across departments and districts. 

Through use of a “Training of Trainers” approach, participants will be equipped to cascade knowledge to colleagues within their institutions. This will ensure sustainability, institutional ownership and improved performance in implementing identified development priorities.

The objectives of the ToT training programme will be:

  1. To strengthen capacity in planning, implementation and monitoring of MTP priorities.
  2. To promote effective coordination and leadership across departments and districts.
  3. To ensure sustainable knowledge transfer through a cascading of knowledge approach.

The planned training programme, described above, will be implemented through a collaborative framework and network involving BRA technical departments, the TAPF BRA State Level Coordinator (SLC) and TAPF non-key expert (NKE) subject matter specialists. 

The methodology used by this team will combine expert-led facilitation with case-based learning, practical exercises and structured discussions, enabling participants to apply knowledge to real-world municipal challenges. The selected approach will ensure that training content is technically sound, context-specific, and aligned with BRA’s institutional priorities and operational needs, while also strengthening coordination and oversight at Administration level.

Implementation of this diverse, multi-component training programme will necessitate the identification and recruitment of four (4) Senior Technical Advisor (STA) category non-key experts, each engaged for a task-specific contract / time-period, comprising initial consultation, curriculum and training material development and actual training. 

Specialist technical expertise will encompass a) urban planning, b) strategic governance and municipal service delivery, which will be combined under one contract assignment, c) women’s leadership and enhanced participation in local government, and d) ToT training. 

The four individual STAs will be responsible for designing and preparing training materials, facilitating training sessions, including provision of support for practical exercises, and contributing to reporting and documentation of programme outcomes. 

As already indicated, the programme will directly benefit a minimum of 240 BRA officials, including engineers, planners and district-level administrators. 

Indirect beneficiaries will include the residents of Mogadishu, district administrations and public institutions involved in service delivery, as the programme will strengthen the capacity of municipal departments to deliver more efficient, coordinated and responsive services. It will also enhance collaboration between central and district-level institutions, improving overall governance and service delivery. 

In the longer term, the programme will contribute to sustainable urban development and improved quality of life for communities across Mogadishu’s 20 districts (four (4) zones of five (5) districts each):

  • Zone 1: Waliyow Cadde, comprising Hodan, Howl-Wadag, Waaberi, Warta Nabada, Xamar-Jajab.
  • Zone 2: Bartamaha, comprising Abdiaziz, Boondheere, Shangaani, Shibis, Xamar-Weyne. 
  • Zone 3: Galbeed, comprising Dayniile, Dharkeynley, Garabaaley, Kaxda, Wadajir. 
  • Zone 4: Bari, comprising Daarasalaam, Gubadleey, Huriwaa, Kaaran, Yaaqshiid. 

The 103 (20 + 35 + 25 + 23) senior expert days will be drawn from the Senior Technical Advisor TA days allocation, while the cost of the various training workshops will be drawn from the TAPF Incidental Expenditures budget.

Strengthening the institutional capacity of the Banadir Regional Administration is fundamental to managing Mogadishu’s rapid growth and improving delivery of essential municipal services. 

As the city expands, the need for capable, well-coordinated and responsive municipal institutions becomes increasingly critical. This programme provides a practical and results-oriented approach to addressing key capacity gaps in urban planning, strategic governance, municipal service delivery, etc. By equipping BRA and district-level officials with the necessary skills, tools and systems, the programme will enhance institutional effectiveness and support more coordinated and evidence-based decision-making.

With support from the European Union, this initiative represents a strategic investment in strengthening municipal governance in Mogadishu. Ultimately, it will contribute to building a more resilient, efficient and citizen-responsive administration capable of delivering improved services and supporting inclusive urban development for the people of Mogadishu.

Start date and duration

The role is expected to commence in June 2026 (subject to continued need and resource availability), and to be implemented as a single, continuous assignment, counting from the date of first deployment of the expert. 

Inputs

A maximum of 20 working days, delivered over an indicative period of approximately two (2) calendar months (subject to operating conditions). 

Location and travel 

The main place of assignment will be Mogadishu, capital of the Federal Republic of Somalia, and headquarters of the Banadir Regional Administration (BRA). 

Travel within the city and Regional Administration will be required and will be subject to relevant project and EU rules and regulations, including security protocols and the outcome of contemporary security assessments. 

Supervision

The role will be answerable to the Director General (DG) of the BRA Department of Planning, Investment and Economic Development (DoPIED) and will be supervised by the TAPF Team Leader, in close collaboration with the TAPF KE2 / Partnership Advisor and TAPF BRA Coordinator (SLC). 

Time sheets will be approved by the TAPF Team Leader and the EU Delegation (EUD).

The European Union – Somalia Technical Assistance and Partnership Facility (TAPF) is a five-year initiative designed to support the European Union Delegation (EUD) to Somalia’s engagement in, and cooperation with, the Federal Republic of Somalia, and to expedite progress towards achievement of the 2030 global Agenda for Sustainable Development. 

The project is being implemented through a service contract, signed between the EUD and DAI Global Belgium, and operates from DAIs offices in Mogadishu and Nairobi.

The project duration was initially scheduled to run for 36 months, from 1st January 2024 through to 31st December 2026, but this was subsequently extended to 31st December 2028.

The project is resourced and implemented by a full-time Key Expert 1 / Team Leader and a full- time Key Expert 2 / Partnership Advisor, complemented by seven (7) full-time State Level Coordinators (including one based in, and supporting, BRA). 

In addition, the project manages allocations of short-term workdays divided into three (3) categories: Senior Non-key Experts, Junior Non-key Experts and Senior Technical Advisors. The latter two categories of workdays are reserved largely for Somali nationals and residents. Days allocation and usage is demand-driven, in accordance with the TAPF projects’ overall ToR.

Overall, the training programme will contribute to development of a resilient, well managed and economically vibrant Mogadishu, in line with the recently developed five-year Mogadishu Transformation Plan, which has been designed to enhance the effectiveness of local government operations in the city, through improved civil service management and the improvement of public infrastructure and capacity, especially through increased involvement of the private sector, via private investment and promotion of public–private partnerships (PPP).

In context of the above, this assignment ToR sets out a programme of targeted training that is designed to enhance the institutional and technical capabilities of BRA staff in one of five key operational areas (urban planning, strategic planning and policy development, municipal service delivery, women’s leadership and increased participation in governance, and Training of Trainers (ToT) for implementation of the Mogadishu Transformation Plan (MTP)). 

This particular training programme aims to address a specific, critical capacity gap in women’s participation in governance and leadership structures. 

The programme, as designed, will directly benefit 50 BRA female departmental directors, District Women’s Chairs and women staff from various departments and districts across the city.

Overall, the training programme will contribute to development of a resilient, well managed and economically vibrant Mogadishu, in line with the recently developed five-year Mogadishu Transformation Plan, which has been compiled to enhance the effectiveness of local government operations in the city, through improved civil service management and the improvement of public infrastructure and capacity, especially through increased involvement of the private sector, via private investment and promotion of public–private partnerships (PPP). 

Good urban planning enhances quality of life by fostering sustainable development, improving transportation efficiency, and promoting economic growth. It creates healthier, safer, and more resilient communities through smart land use, an increased number of green spaces, and enhanced social connectivity. Key benefits also include improved housing affordability and reduced environmental impact. 

The key advantages of good urban planning may be summarised as

  • Economic growth and investment: Well-planned cities attract businesses, create jobs, and increase property values by creating productive, efficient environments.
  • Improved transportation and mobility: By designing walkable neighbourhoods, efficient public transit and public transport-friendly infrastructure, cities reduce traffic congestion and reliance on personal vehicles.
  • Environmental sustainability and resilience: Planning mitigates climate change impacts through promotion, or establishment, of green infrastructure, reduced carbon emissions, better management of natural resources and improved waste disposal.
  • Enhanced quality of life and health: Access to parks, recreational facilities and better air quality, improves physical and mental health and wellbeing. It also fosters social cohesion by providing, for example, public meeting and recreational spaces.
  • Efficient land use and infrastructure: Proper planning matches population density with relevant and proportionate infrastructure (sewers, water and energy systems, utilities, etc.), preventing chaotic urban sprawl and reducing service costs.
  • Safety and reduced risk: Good urban planning protects residents by limiting development in hazard-prone areas and setting safety standards for buildings and infrastructure.
  • Social equity: Well-planned urban areas provide balanced access to essential services like housing, education and healthcare, at the same time as providing opportunities for businesses and job creation to thrive.

The core components of effective urban planning, with respect to Mogadishu, comprise:

  • Mixed-use development: Combining residential, commercial and recreational spaces to create safe, prosperous, vibrant, walkable communities.
  • Green infrastructure: Integrating parks, trees, green roof gardens and white roofs to reduce heat, improve environmental health and improve air quality.
  • Improved mobility: Prioritising pedestrian walkways and public transport routes, including motorcycle “taxi” safety, to encourage healthier lifestyles and ease of access to business and residential neighbourhoods.
  • Improved sanitation and waste management: Involving the private sector in regulated waste management, for a cleaner, healthier city. 

The specific objectives of the “Preparation of Training Curricula and Provision of Urban Planning Capacity Development Training for Mogadishu / BRA) Staff” assignment will be:

  1. To articulate and prepare a concise, relevant and well formulated urban planning training curriculum (compiled through stakeholder contact and discussion) suitable for presentation to Banadir Regional Administration public works engineers and for adoption by the BRA authorities, as a resource material for training future public works officials (with the aim of highlighting key considerations in effective urban planning, and provoking reflection on urban planning needs and minimum standards).
  2. To deliver a three-day urban planning training course to between 30 and 35 Mogadishu public works engineers and other city officials, with the objective of identifying challenges and proposing sustainable, district-specific solutions to urban planning issues such as solid waste, and hazardous and industrial waste management, transport provision and regulation, provision of utilities (energy and water supply), social services, including healthcare and education, environmental planning, etc. 
  3. To encourage and promote community participation in city management, by encouraging residents of Mogadishu to take personal responsibility for maintaining cleanliness and order in their home areas by reporting anti-social activities to the BRA authorities.
  4. To enhance public awareness on the need for orderly urban planning, through continuous community sensitisation campaigns, ensuring that citizens understand their role, especially in relation to promoting environmentally sustainable practices, including waste recycling, composting and waste-to-wealth initiatives.
  5. To strengthen BRAs institutional and technical capacity by highlighting and clearly defining urban planning priorities and needs, and regional and district-level roles and responsibilities.
  6. To propose and develop a monitoring and evaluation framework to track progress and ensure accountability.

Female involvement in urban planning, and public life in general, enhances quality of life by fostering balanced, sustainable development and promoting equitable economic growth. It creates healthier, safer, and more resilient communities through improved social services, including mother-child healthcare, and enhanced social connectivity. Key benefits arising from the increased involvement of women in governance systems include the following. 

  • Improved policy and service delivery: Women in local government tend to prioritise issues that directly affect daily life, such as social services, education, health care and childcare. Increased female involvement, therefore leads to better-informed decisions on urban planning and infrastructure creation, that considers the safety and needs of all residents, for example, improved public transport and street lighting.
  • Enhanced representation and trust: Women’s presence in municipal leadership positions ensures that women’s voices and needs are considered, thereby increasing the legitimacy of democratic institutions. When municipal councils reflect the population they serve, greater public trust in government results.
  • Reduced corruption and increased transparency: Studies from across the world suggest that higher numbers of women in leadership positions is associated with higher ethical standards, fairer local governance and lower levels of corruption in public office and budget management.
  • Advancement of gender equality and rights: Increased female participation strengthens women's rights and promotes gender-responsive budgeting; which leads, in turn, to more equitable resource allocation and policies that directly address issues like gender-based violence (GBV).
  • Stronger community focus: Women often act as effective community mobilisers, using their insight to identify and solve specific local problems through collaborative efforts. 
  • Decision making: The presence of women, particularly in mayoral positions in towns and cities, accelerates the process of achieving gender equality within municipal structures.
  • Community safety: Women leaders frequently champion initiatives that promote safer public spaces.
  • Economic development: Through initiatives such as use of gender-responsive budgeting, women leaders tend to ensure that economic resources are allocated more effectively, to support the whole community.

  2. To deliver a five-day women’s leadership training course to 50 Mogadishu woman leaders, BRA staff and other city officials, with the objective of increasing understanding of the need for greater female representation in planning and administration (in social services delivery, including healthcare and education, environmental planning, solid waste management, transport provision and regulation, provision of utilities (energy and water supply), etc.). 
  3. To encourage and promote greater community participation in city management, by women, in particular and the public in general, by ensuring that citizens understand their role in relation to representative government and decentralised decision making, especially in relation to urban, planning, promoting environmentally sustainable practices, etc.
  4. To strengthen BRAs institutional and technical capacity by highlighting and clearly defining gender equity and gender balance as an administrative priority and need at regional and district level.
  5. To propose and develop a monitoring and evaluation framework to track progress in the achievement of gender equity and to ensure accountability.

The scope and purpose of the overall “Formulation of Training Curricula and Provision of Capacity Development Training for Mogadishu / BRA Staff” initiative was first outlined in a DoPIED Concept Note that defines the objectives of the programme and the methodology through which a number of targeted training courses will be implemented among BRA staff and across Mogadishu’s 20 districts. 

In line with the proposed methodology, the Senior Technical Advisor (STA) for Preparation of 

Training Curricula and Provision of Urban Planning Capacity Development Training for Mogadishu / BRA) Staff will work closely with DoPIED technical staff (the DoPIED DG, heads of department and DoPIED senior management team) who will play a crucial role in facilitating the STAs work. 

Formulation of the Urban Planning Capacity Development Training Curriculum will pass through a number of consultation and drafting phases, including a desk review of relevant documents, before organisation of a single three-day training workshop for up to 35 BRA technical staff (to be held in one of Mogadisu’s four administrative “zones”: Bari, Bartamaha, Galbeed and Waliyow-Cadde). 

The STA will incorporate feedback gathered during initial consultation meetings into the draft training curriculum, which curriculum will constitute a permanent, key deliverable of the assignment. 

The STA will also work closely with sectoral working groups (where they exist) and TAPF Key Experts (KE1 and KE2) and Non-key Experts (the BRA Coordinator – SLC) and will coordinate between the Department of Planning, Investment and Economic Development (DoPIED) and other ministries, departments and agencies (MDAs), thus helping to generate a comprehensive, inclusive and fully formed training blueprint.

Specifically:
  • Prepare a brief and concise sector work plan, in the form of an Inception Report.
  • Conduct a desk review of reports, assessments, programme evaluations, sector-specific performance data and research papers (where they exist), relating to urban planning in Mogadishu.
  • Briefly assess current institutional and operational urban planning capacity, and identify gaps and planning constraints, particularly those limiting private sector investment, “green entrepreneurship”, innovation and public services.
  • Engage the BRA leadership, departments and district officials, through a number of targeted interviews and consultations, to identify planning challenges, gaps, opportunities and lessons learned.
  • Facilitate technical consultations with other experts, civil society organisations and the private / business sector, to inform strategic direction and propose strategic planning interventions.
  • Prepare a comprehensive Urban Planning Capacity Development Training curriculum, inclusive audio-visual presentations and handouts, sufficient to engage 30+ participants over a three-day period.
  • Provide mentoring and on-the-job training to regional staff and professionals during the entirety of the curriculum formulation process and training workshop, and support institutional learning and the sustainability of planning practices.

The STA is expected to undertake and complete the following tasks:

  • Prepare a comprehensive Women in Leadership and Local Governance Training curriculum, inclusive audio-visual presentations and handouts, sufficient to engage 50+ participants over a five-day period.

The Senior Technical Advisor for Preparation of Training Curricula and Provision of Urban Planning Capacity Development Training for Mogadishu / BRA) Staff should possess the following qualifications and experience:

  • A university degree, preferably a Master’s, in one of the following fields: Public Policy Development, Urban Planning, Curriculum Development, Tertiary-level Teaching, Project Management, Applied Research, Environmental Science, or a related field. 
  • Eight (8) or more years of practical work experience in a senior advisory capacity as a consultant with an international development organisation, private sector company, non-governmental organisation or government institution, such as a state university or college, serving as a lecturer, including at least three (3) previous assignments as a policy or curriculum developer, preparing formal course curricula and training materials. 
  • Previous work experience as a TA or CTA (technical assistant / chief technical advisor), embedded within a host government department, leading development programmes (inclusive mentoring and capacity development experience), and / or drafting policies or training programmes / curricula. 
  • Previous experience (in at least three (3) work assignments) of workshop organisation and facilitation, inclusive in-depth knowledge of, and familiarity with, interactive data collection methodologies, preparation of PowerPoint presentations and handouts, and moderating workshop tuition sessions and plenaries. 
  • Strong communication and interpersonal skills.
  • Excellent written and spoken / verbal communication skills, in both English and Somali.
  • Strong organisational and analytical skills.
  • Extensive knowledge of the local (Somali) development context, particularly Mogadishu, and the current “urban planning” situation.

TERMS OF REFERENCE

Senior Technical Advisor (STA) for Preparation of 

Training Curricula and Provision of Women’s Leadership and Participation in Local Governance Training for Mogadishu / BRA) Staff

Project

EU – Somalia Technical Assistance and Partnership Facility [NDICI Africa/2023/451-029]

Start date and duration

The role is expected to commence in June 2026 (subject to continued need and resource availability), and to be implemented as a single, continuous assignment, counting from the date of first deployment of the expert. 

Inputs

A maximum of 23 working days, delivered over an indicative period of approximately two (2) calendar months (subject to operating conditions). 

Location and travel 

The main place of assignment will be Mogadishu, capital of the Federal Republic of Somalia, and headquarters of the Banadir Regional Administration (BRA). 

Travel within the city and Regional Administration will be required and will be subject to relevant project and EU rules and regulations, including security protocols and the outcome of contemporary security assessments. 

Supervision

The role will be answerable to the Director General (DG) of the BRA Department of Planning, Investment and Economic Development (DoPIED) and will be supervised by the TAPF Team Leader, in close collaboration with the TAPF KE2 / Partnership Advisor and TAPF BRA Coordinator (SLC). 

Time sheets will be approved by the TAPF Team Leader and the EU Delegation (EUD).
