Proposal Development Specialist

As ATP enters its next phase of commercial growth, the organization requires dedicated proposal management capacity to expand its competitive pipeline and strengthen its structured response capability. The Proposal Specialist will play a pivotal role in increasing the volume, quality, and coordination of ATP’s competitive submissions across priority sectors and geographies. 

Guided by the Director of Business Development, with strategic oversight from the Director of Strategy & Innovation, the Proposal Specialist will own the end-to-end management of RFQs, RFPs, and competitive submissions. This includes identifying relevant opportunities, maintaining a structured opportunity backlog, coordinating internal inputs, and delivering high-quality proposals aligned with ATP’s commercial strategy and mission. 

This role is designed to expand ATP’s aperture of competitive programmatic opportunities, improve submission quality and win rates through structured proposal management, and provide leverage to Business Development, Strategy & Innovation, Talent, and Operations teams – enabling them to focus on strategic outreach, client relationship development, and delivery execution. Through this work, the Proposal Specialist will strengthen ATP’s competitive positioning and institutionalize best practices in opportunity tracking, prioritization, and proposal development.
