As an Analyst, you will support a key client within the Department of War (DoW) focused on strategic cyber operations and force readiness.  You will play a crucial role in implementing, leading, and sustaining the Department's cyber operations forces strategies and initiatives.  This contingent key position will lead the analysis, implementation, and oversight of our client's cyber workforce priorities and readiness tasks for the Department.  In this contingent role, you will evaluate the readiness of joint forces, guide cyber training requirements, and develop strategic policy to ensure the DoW Cyber Operations Forces (COF) meet the rigorous demands of the cyber warfighting mission.

Location:  Washington, D.C. (Onsite)

Clearance:  Top Secret/SCI Eligibility is required

Key Responsibilities and/or Success Factors:

  • Cyber Workforce & Readiness Oversight Evaluation
    • Overseeing the performance of cyber workforce and COF programs to ensure implementation meets statutory and regulatory compliance.
    • Assess joint force readiness and organizational ability to meet cyber warfighter demands by applying rigorous readiness standards and metrics.
    • Conduct deliberate analysis to support Joint Cyber Training and Joint Force Coordinator roles, explicitly identifying mission-essential tasks and readiness reporting requirements.
    • Implement and sustain the Department’s overarching cyber operations forces strategies and workforce priorities.

  • Strategic Policy & Governance Development
    • Draft and coordinate actionable cyber workforce and readiness policies, directives, and instructions for senior DoW leadership.
    • Write and implement strategic-level artifacts, including the Congressionally directed Cyber Posture Review and operational frameworks like Terms of Reference (TOR), Concept of Operations (CONOPS), and Charters. Develop analytical metrics to assess the department's progress in implementing its cyber strategy.
    • Analyze and recommend policy enhancements to defend DoW critical infrastructure and operational technology (OT) networks.

  • Executive Support & Stakeholder Integration
    • Produce high-quality executive briefings, read-ahead packages, meeting notes, and white papers to prepare senior client leadership for strategic decisions.
    • Coordinate technical and analytical efforts for senior cyber-related DoW governance structures. 
    • Prepare strategic responses and analytic support for Congressional inquiries, GAO audits, and DoD Inspector General assessments.
    • Define functional IT and secure system requirements by translating operational mission needs and stakeholder workflows into technical specifications.

Minimum Qualifications: 

  • Security Clearance: Top Secret/SCI Eligibility is required

  • Education: Bachelor's degree from an accredited university/college.

  • Minimum of 5 years of combined experience at:
    • OSD, Joint Staff, a Service headquarters, a DoD Agency, a Combatant Command Headquarters, or an Interagency partner (e.g., DHS, CISA, Intelligence Community), performing work related to the task areas.

  • Minimum of 3 years of experience managing cyber manpower initiatives
    • coordinating programming and budget issues
    • preparing workforce products (i.e., executive briefs, decision papers, information papers, talking points); and representing senior leadership in cyber operations forums.
