Role Purpose
Lead the end-to-end operational delivery of exams within a country or location, ensuring readiness, compliance, and a high-quality candidate experience from candidate handover through test day and post-test services. Responsible for venue strategy, sourcing, and contracting, as well as the onboarding, performance, and compliance management of delivery partners and third-party suppliers. Working closely with Planning & Registration and Workforce Resourcing teams, the role aligns capacity and delivery plans, manages escalations, and ensures customer commitments are met while optimising cost and operational performance.
Main Accountabilities
Lead the end-to-end operational delivery of examinations, ensuring all activities are delivered in line with global standards, awarding body requirements, and compliance expectations. Oversee test readiness, test day execution, and post-test processes, while managing venue strategy, sourcing, contracting, utilisation, and performance. Manage the full lifecycle of delivery partners, including onboarding, training, performance monitoring, and service reviews, ensuring agreed service levels, quality standards, and exam security requirements are consistently met. Work closely with Planning & Registration and Workforce Resourcing teams to align capacity, readiness, and operational plans, while managing risks, disruptions, and delivery escalations to minimise impact on customers and business performance.
Drive a high-quality customer and partner experience through effective stakeholder management, continuous improvement, and strong operational governance. Monitor delivery performance, candidate experience, compliance, and supplier effectiveness, implementing corrective actions and long-term improvements where required. Manage local delivery budgets, contracts, and supplier costs to ensure value for money and informed decision-making through accurate performance reporting. Where applicable, lead and develop delivery teams, embedding a culture of safety, security, accountability, and customer focus while building operational capability, resilience, and succession readiness.
Qualifications & Skills
Essential
* Experience in managing Exams, Teaching or other regulated service environments.
* Proven track record of leading teams.
* Knowledge of safeguarding, HR compliance and customer-facing delivery frameworks.
* Experience driving performance improvement and embedding continuous improvement culture.
* Financial accountability and cost optimisation.
* Good understanding of regulatory and compliance requirements in education and assessment services.
* Degree or equivalent experience.
* The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.
Desirable
* Implementing and assuring safeguarding policies and processes in educational settings for children.
* Developing and managing partnerships with educational institutions to assure compliance and performance.
* Experience with Sales & Operations Planning (S&OP) processes.
* Lean Six Sigma qualification.
