The Customs Compliance Coordinator is responsible for executing post-entry audits of import entries focused exclusively on IEEPA tariff compliance and recovery. This role performs full entry audits after filing to validate the accuracy of customs value, country of origin, valuation elements, and Chapter 99 tariff application, ensuring duties are correctly assessed and recoverable errors are identified.
The position owns the end-to-end post-entry correction lifecycle, including CAPE submission, tracking, and financial recovery reporting across multiple value centers.
Responsibilities
~2 min readPost-Entry Import Audits (Full Entry Review)
- Perform comprehensive post-entry audits on filed import entries to ensure full IEEPA compliance.
- Conduct complete entry validation, including:
- →Primary HTS classification accuracy as it relates to tariff applicability
- →Chapter 99 code usage, including correct tariff program, exclusions, and stacking order
- →Country of origin determination driving IEEPA tariff applicability
- →Customs valuation review, including transaction value, assists, freight, royalties, and transfer pricing along with related parties criteria used on entries.
- Confirm IEEPA duty calculation and payment accuracy at entry summary level.
- Identify discrepancies resulting in overpayments, underpayments, or incorrect tariff application.
IEEPA Tariff Validation (Chapter 99 Focus)
- Validate correct application of Chapter 99 HTS provisions tied to IEEPA trade actions.
- Ensure proper reporting sequence, exclusion usage, and applicability.
- Identify missed opportunities for exclusion claims or incorrect duty assessments.
CAPE Submission & Post-Entry Corrections
- Prepare and submit Post Summary Corrections (PSC) and protests via CAPE (CBP Automated Post Entry system) based on audit findings.
- Ensure all submissions include complete documentation, valuation support, origin substantiation, and tariff justification.
- Monitor CAPE filings and ensure timely follow-up and resolution.
Tariff Recovery Tracking & Reporting
- Maintain a centralized tariff recovery tracker including entry details, issue type, amounts identified, filed, and recovered.
- Track CAPE submission status through resolution and refund.
- Reconcile identified vs. realized recovery values.
Duty Reconciliation & Financial Alignment
- Reconcile filed duties, corrected duties, and recovered amounts.
- Partner with Finance to ensure accurate accounting of refunds and duty adjustments.
Audit Documentation & Recordkeeping
- Maintain complete audit files including entry documentation, valuation analysis, origin support, and CAPE records.
- Ensure compliance with CBP recordkeeping requirements.
Broker Support for IEEPA Corrections
- Coordinate with customs brokers specifically to execute required corrections identified during audits.
- Ensure brokers accurately file PSCs and protests in CAPE based on audit findings.
- Validate that corrected filings properly address valuation, origin, and Chapter 99 discrepancies tied to IEEPA recovery.
Cross-Functional Collaboration
- Partner with Finance, Procurement, Supply Chain, and Engineering to validate audit findings and support correction submission.
- Communicate recovery status and financial impact to value centers.
Requirements

- Expertise in customs valuation, country of origin, Chapter 99, and IEEPA tariff application.
- Experience with CAPE system and post-entry processes.
- Strong analytical and documentation skills.
