Community Jail Officer I or II

JAIL OFFICER I

Performs basic security work in the community jail setting. Conducts duties in compliance with all local and state policies, regulations and laws. Responsible for prisoner's welfare. Represents city/state at court arraignments and other initial proceedings. Armed and trained in the use of deadly force.

Responsible for providing administrative assistance in the operation of the Homer Community Jail, including but not limited to statistical reports, preparation and review of billings, and training of Community Jail Officer I's. Responsible for ordering police and jail resources including but not limited to office supplies, uniforms, equipment, etc. Responsible for the accountability and control of evidence being held at the Homer Police Department as assigned. Performs basic security work in the community jail setting. Conducts duties in compliance with all local and state policies, regulations and laws. Responsible for prisoner's welfare. Represents city/state at court arraignments and other initial proceedings. Armed and trained in the use of deadly force.

1. Insures all prisoners have been properly booked upon admission. Fingerprints, photographs, searches, and incarcerates all new prisoners. Maintains prisoner records and insures incarcerations are in accordance with court orders.
2. Maintains security of jail by searching visitors, packages, cells, prisoners, etc.
3. Required to provide basic first aid to prisoners. Additionally, provides emergency first aid to prisoners pending arrival of EMT's. Dispenses prisoner's daily medications as prescribed.
4. Responsible for monitoring prisoners, serving prisoner meals, maintaining security of the cell block and accommodating the needs of the prisoners. Maintains detailed records of all prisoner contact and observation records of prisoner activities in accordance with jail policies and procedures.
5. Enforces jail policies, procedures and prisoner rules. Investigates violations and prepares reports for supervisors.
6. Represents city and/or state at court arraignments. Makes and defends sentencing and bail recommendations to presiding judge.
7. Transports prisoners for court appearances, transfers to other agencies and medical or dental facilities as required.
8. Performs minor maintenance and repair of facilities and equipment and routine ground maintenance.
9. Responsible for general cleanliness in the jail, cell block area, booking room, kitchen, jail office and vehicles utilized in prisoner transport, including patrol vehicles.
10. Reviews all case files before arraignment. Refer drivers licensing administration and probation violations to Police Officer for investigation.
11. Dispenses prisoner money and personal property, maintains accurate records for any funds present. Receives and processes bail money and bonds.
12. Backs up police officers at crime scenes/ ongoing incidents as required.
13. Interfaces with numerous vendors on a daily basis including meal providers, laundry services personnel, fire alarm system technicians, and contractors performing repairs and maintenance in jail.
14. Performs other duties as assigned by supervisor.

2. Recommends updates to policy and develops procedures for the administration of the Homer Jail consistent with applicable law and contract with the State of Alaska Department of Corrections.
3. Responsible for preparing statistical reports as required by our contract with the State of Alaska Department of Corrections and applicable law.
4. Prepares and reviews billings related to medical, food, transports, emergency guard hires and operational supplies related to the Homer Jail.
5. Responsible for the accountability and control of all evidence stored in the Evidence Room or other authorized locations as assigned.
6. Insure that all evidence is properly packaged, labeled and documented by the recovering officer prior to admission into the Evidence Room.
7. Release and/or destroy evidence in accordance with applicable policy and procedures.
8. Maintain the Evidence Room in a secure, clean and orderly state.

Must conform to minimum standards for Correction Officers as prescribed in the Alaska Police Standards Act which includes, but is not limited to, the following:

1. Must be a citizen of the United States or a resident alien in the United States who intends to become a citizen of the United States.
2. Must be 21 years of age or older.
3. Must not have been convicted by a court of a crime: which is classified as a felony in this state or in the jurisdiction where it was committed, or a misdemeanor of moral turpitude, or which would prevent the legal ownership or possession of a firearm.
4. Must be of satisfactory moral character as evidenced through lack of moral offense record.
5. Ability to pass pre-employment drug screen.

Must conform to minimum standards for Correction Officers as prescribed in the Alaska Police Standards Act which includes, but is not limited to, the following:

1. Must be a citizen of the United States or a resident alien in the United States who intends to become a citizen of the United States.
2. Must be 21 years of age or older.
3. Must not have been convicted by a court of a crime: which is classified as a felony in this state or in the jurisdiction where it was committed, or a misdemeanor of moral turpitude, or which would prevent the legal ownership or possession of a firearm.
4. Must be of satisfactory moral character as evidenced through lack of moral offense record.
5. Ability to pass pre-employment drug screen.

Two years experience in work requiring public contact. Some knowledge of Alaska Criminal Code and Alaska Administrative Code as it pertains to correction facilities. High School diploma or GED and valid driver license required. Law enforcement or corrections experience desired. Graduation from a law enforcement or correction academy that meets the current standards of the Alaska Police Standards Council or graduation from a 120 hour Community Jail Officer training program within 12 months of hire. Standard Red Cross first aid and CPR card and 8 hour training course in blood borne pathogen awareness within 12 months of hire and annually thereafter.

Two years of experience as a Jail Officer I or alternative Correctional Officer Experience with above satisfactory job reviews. Working knowledge of Alaska Criminal Code and Alaska Administrative Code as it pertains to correction facilities. High School diploma or GED and valid driver license required. Graduation from a law enforcement or correction academy that meets the current standards of the Alaska Police Standards Council or graduation from a 120 hour Community Jail Officer training program required. Standard Red Cross first aid and CPR card and 8 hour training course in blood borne pathogen awareness within 12 months of hire and annually thereafter.

Requires ability to exercise independent judgment in the performance of all aspects of corrections duties. Responsible for decisions that may involve possible loss of life or destruction of property. Activities are a major source of potential liability to the City. Carries out procedures at the division level. Minor budget authority at division level.
