What We Offer

Under general supervision, this position performs moderately complex procurement activities in alignment with Procurement Professional II classification standards. Responsibilities include formal and informal solicitations, contract development of limited complexity, supplier evaluation, negotiation, and procurement analysis while ensuring compliance with federal, state, CSU, and campus policies.

Responsibilities

Procurement of Goods, Services and Public Works – 60%

  • Prepare informal and formal Invitations for Bids (IFBs) and Requests for Proposals (RFPs), including public works projects.
  • Compile and review departmental requisitions; evaluate and assist with proposed specifications.
  • Conduct and document bid evaluations; analyze bids and recommend award.
  • Conduct risk assessments and evaluate supplier responsiveness and responsibility.
  •  Perform moderately complex negotiations including pricing, payment terms, delivery, and basic legal terms.
  • Process purchase orders and contracts; monitor supplier compliance with contract terms.
  • Research new suppliers, market conditions, and product/service availability.
  • Conduct basic spend analysis, benchmarking, and pricing/cost comparisons.
  • Maintain required procurement documentation and use procurement systems and tools effectively.
  • Analyze, evaluate and process departmental requisitions ( verify vendor is licensed on public works > $500, establish DIR project ID, collect appropriate insurance documents including endorsement when necessary, ensure appropriate templates are used).
  •  Process agreements for professional services and equipment maintenance.
  • Draft, edit, and administer contracts, amendments, renewals, and change orders of moderate complexity using required CSU templates.
  • Ensure scopes of work are clear, measurable, and aligned with CSU contracting requirements.

Procurement Analysis, Compliance, and Reporting – 30%

  • Ensure procurement activities comply with CSU, state, and federal requirements.
  • Conduct data analysis and create reports related to procurement activities.
  • Recommend process improvements based on procurement trends and analysis.
  • Support small business, DVBE, and sustainability procurement initiatives.
  • Assist with required annual/periodic reporting (e.g., Buy Recycled, STARS, ATI).
  • Support systemwide tools (such as CSUBuy) as applicable for assigned procurement responsibilities.
  • Maintain accurate and complete data within Procurement tools such as CSUBuy (sourcing, contracts, catalogs, and requisition workflows).

Other Duties – 10%

  • Other procurement and office support-related duties as assigned.
  • Assist with continuous improvement of procurement processes, templates, and campus procedures.
  • Support emergency procurement activities when required.

 

 

As listed in Classification Standards:

 

  • Working knowledge of current principles, statutes, regulations, policies, procedures, practices, methods of procurement, contract delivery methods, and contract administration activities, public procurement knowledge preferred.
  • General knowledge of principles and practices used in the development of contracts, contract administration, and contract law.
  • Working knowledge of pricing, cost analysis, accounting principles, benchmarking, budgeting, and cost estimating, with demonstrated ability to perform pricing and cost analysis.
  • Knowledge of equipment, materials, and services required by a public or large organization.
  • Skill in evaluating and comparing product specifications, contract details, and cost elements of bids or proposals, including research and comparison of product quality, performance, and options.
  • Skill and experience in cost reduction techniques.
  • Skill in performing moderately complex negotiations, including legal terms as applicable.
  • Ability to analyze issues and provide effective solutions from a business perspective.
  • Strong communication and interpersonal skills, including the ability to clearly present information orally and in writing and work effectively in a diverse environment.
  • Ability to write reports, business correspondence, and procedures.
  • Strong organizational skills, including the ability to plan, organize, prioritize, schedule, and manage multiple or concurrent work assignments.
  • Ability to effectively use procurement software, systems, and relevant applications for analysis, research, and reporting.
  • Ability to work independently and collaboratively with a customer service oriented approach, maintaining effective working relationships with stakeholders, suppliers, and team members.
  • Flexibility to adapt to changing priorities and deadlines.
  • Ability to learn, interpret, and apply procurement related policies and procedures.
  • Skill in performing accurate mathematical computations.
  • Ability to understand and follow written and oral instructions.
  • Ability to stay current in procurement trends.

 

As related to the major responsibilities for this position:

  • Ability to research and analyze market sources and supplier capabilities.

Requirements

Equivalent to a bachelor’s degree in a related field such as procurement, supply chain management, business, accounting, or related discipline and two years of relevant procurement experience, or one year as a CSU Procurement Professional I. Additional experience demonstrating procurement knowledge and ability may substitute for education on a year-for-year basis.
