Administrator II

The California State University, Office of the Chancellor, is seeking a Senior Manager, CSPS Liaison to act as a single point of contact with the SCO’s CSPS project team. They will lead readiness activities, gain and monitor department support, and promote teamwork and continuous improvement.  They will coordinate CSPS activities with the CHRS (Common Human Resources System team in order to accommodate a total interface of CHRS to CSPS systems for data relating, but not limited to payroll, employment history, and benefits administration.

Responsibilities

Under the general direction of the Associate Director, Payroll, Benefits, and Data Operations, the Senior Manager, CSPS Liaison will perform duties as outlined below:

Meet with the SCO’s CSU Agency Change Expert (ACE) and coordinate mutual activities:

-Gather CSU specific business requirements needed by the CSPS system.

-Coordinate data requests submitted by the CSPS team.

-Identify and coordinate changes to CSU policies, collective bargaining agreements, and procedures.

-Coordinate with the ACE team on CSPS sponsored readiness surveys, assessment, and awareness campaigns; including change readiness activities and assessments, complete training assessments, conduct department-level training, execute department/agency readiness events, participate in business process improvement activities and take action to ensure changes are understood and inculcated at the department level.

-Adhere to established task timelines to ensure milestones are met for implementation.

Coordinate with the CSU’s Common Human Resource System team:

-Work with the CHRS team to ensure that the CHRS system can process employment history, payroll, benefits, and related data via interface with the CSPS system.

-Identify necessary interfaces relating to payroll, employment history, benefits administration, and position control.

-Coordinate meetings and workload between the CSPS and CHRS technical teams to identify business requirements and build interfaces.

-Coordinate and ensure department/campus-level technical infrastructure necessary for CSPS deployment.

Manage assignments with the CSU CSPS Coordinators and Subject matter experts:

-Manage assignments to CSU staff assigned to work with the CSP project; reporting, technical, and training coordinators, and the position control, personnel administration, payroll, and benefits subject matter experts. Coordinate and ensure the timely and effective completion of the CSPS Project DART Assignments.

-Ensure assignments are completed in a timely manner and information shared with the SCO’s CSPS team.

-Complete and submit the required DART Allocation Memorandum and Progress Report to the CSPS team on a tri-annual basis.  For accountability and transparency, the liaison must track all DART activities and their associated costs, including any supporting documentation that supports work performed and costs incurred.

-Work with campus management at all levels to promote awareness, understanding, and commitment to the CSPS Project.

Coordinate communications campaigns:

-In coordination with the CSPS communications team, develop custom Communications plans specific to CSU’s audience and needs.

-Work with campus constituents on awareness campaigns related to the new system in general, and major employee facing changes in particular.  I.e. the modernizing payday campaign, SCO managed employee self-service portal, etc.

-Work with Labor Relations teams on communications with our unions.

-Assist with and communicate with executive leadership at the Chancellor’s office and campuses.

-Coordinate end-user training for department/campus employees.

General duties:

-Attend SCO sponsored CSPS meetings as needed.

-Meet, update, and consult with the CSU’s CSPS project sponsor on task related to the CSPS project.

-Assist with managing information or data relating to any necessary collective bargaining agreement changes.  

-Other duties related to the CSPS project or the completion of a CHRS interface as needed.

Requirements

This position requires:

-Requires a bachelor's degree in related fields or equivalent combination of education and related experience.

-Requires a minimum of ten years of general human resource experience, with at least five years in the area of payroll and benefits.

-Experience working in a large complex organization is required including a comprehensive understanding of CSU Payroll and benefits policy and business requirements. 

-Experience in the state uniform payroll system (PIMS) for payroll administration, employment history, and benefits administration.

-Experience in PeopleSoft/CHRS for payroll administration, employment history, and benefits administration.

-Experience in Project and Change Management relating to software implementation.

-Experience with large-scale HR IT projects, including business requirements, standardization, testing, and implementation.

-Experience in higher education.
