You will supervise staff, coordinate with\r\n internal and external partners, and support process improvements to ensure\r\n efficient, compliant program operations.\r\n \r\n \r\n \r\n \r\n Job duties include but are not limited to:\r\n \r\n \r\n \r\n Lead annual Call for Projects and manage application intake.\r\n Develop Intended Use Plans (IUPs) for annual DWSRF federal\r\n funding.\r\n Coordinate annual public hearing and prepare associated\r\n reports.\r\n Coordinate DPH contributions for the DWSRF Annual Report to\r\n the Governor.\r\n Support capital budget preparation, monitor bond allocations,\r\n and submit new funding requests.\r\n Oversee grant application preparation, expenditure tracking,\r\n and required compliance reporting.\r\n Provide guidance to staff and borrowers on administrative and\r\n financial requirements.\r\n Manage loan agreement execution from initiation through\r\n closing, ensuring timely completion.\r\n Collaborate with internal and external DWSRF partners to\r\n support program operations.\r\n Prepare and submit DWSRF reports in compliance with state and\r\n federal requirements.\r\n Monitor DWSRF project schedules, loan closing deadlines, and\r\n process amendments.\r\n Analyze performance data, audit findings, and program\r\n evaluations to drive process improvement.\r\n Perform related duties as assigned.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n About Us:�\r\n \r\n \r\n \r\n The Mission of the Department of Public Health (DPH) is to protect and improve the health and safety of the people of Connecticut by assuring the conditions in which people can be healthy, preventing disease, injury, and disability, and promoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state.�\r\n \r\n \r\n DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state health program or project this class is accountable for supervising professional staff in the implementation of one or more specific health programs for which this class retains full accountability.\r\n

EXAMPLES OF DUTIES

The specific duties and responsibilities of this generic class vary widely, depending on the nature of the program and the point that it is at in the life cycle of the program. Typical examples of duties include the following:�\r\n\r\n\r\n\r\n\r\n Schedules, assigns, oversees and reviews work of staff;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans program work;�\r\n Establishes and maintains program procedures;�\r\n Develops or makes recommendations on development of policies and standards;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;�\r\n Prepares reports and correspondence;�\r\n Plans, organizes, directs and monitors implementation of one or more specific statewide health programs or projects retaining full accountability for program as functional manager of program(s);�\r\n Supervises or personally handles public relations;�\r\n Estimates costs of a program;�\r\n Develops a budget;�\r\n Controls and reviews expenditures;�\r\n Oversees and negotiates contracts and grants with subcontractors;�\r\n Negotiates and accountable for actively pursuing continuity of funding received by program;�\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Considerable knowledge of\r\n \r\n purposes, plans, objectives and programs of public health agencies including changing pattern of preventive medicine and environmental health;�\r\n relationships between risk factors and incidence of health problems;�\r\n changing aspects of social-medical philosophies;�\r\n state and community organizations and programs involved in field of public health;�\r\n \r\n \r\n Knowledge of research and design methodologies;�\r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to analyze, evaluate and interpret data;�\r\n Supervisory ability.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the advanced working level in health care program administration, a health systems agency or other health care organization in at least one of the following areas:\r\n\r\n\r\n grant writing or monitoring;\r\n formal program planning, development, management or evaluation;\r\n program consultation.\r\n\r\n\r\nNOTE:�\r\n\r\n\r\n For state employees this experience is interpreted at the level of a Health Program Associate.\r\n A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in health education, hospital administration, public administration or public health may be substituted for one (1) additional year of the General Experience.\r\n For state employees one (1) year as a Health Program Associate may substitute for the General and Special Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience\r\n supervising staff or leading team activities within an infrastructure funding\r\n program.\r\n Experience fostering collaboration across\r\n multidisciplinary teams and building effective working relationships with\r\n internal and external partners.\r\n Experience administering the Drinking Water State\r\n Revolving Fund (DWSRF) or similar infrastructure funding program, including\r\n knowledge of applicable federal and state regulatory requirements.\r\n Experience with infrastructure funding program\r\n planning processes, including plan development, project prioritization, and\r\n annual funding cycles.\r\n Experience managing public hearing processes,\r\n including coordination and preparation of required documentation.\r\n Experience preparing and managing funding program�reporting, including annual\r\n reports, grant requirements, and performance metrics.\r\n Experience administering�grants and\r\n loans, including application review, development of financial assistance\r\n agreements, and expenditure tracking.\r\n\r\n\r\n
