The unit conducts investigations into complaints received about individual healthcare providers and other regulated entities to ensure compliance with state laws, regulations, and professional standards.\r\n \r\n \r\n IN THIS ROLE, YOU WILL:\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n Conduct investigations of alleged violations of state statutes, regulations, and standards related to licensed healthcare practitioners and regulated entities.\r\n Interview complainants, witnesses, and subjects of investigations.\r\n Secure evidence including statements, documents, medical records, and other relevant materials.\r\n Analyze and evaluate records and data to identify facts, patterns, and compliance concerns.\r\n Research applicable laws, regulations, and standards of care.\r\n Compile findings and prepare clear, thorough written reports.\r\n Respond to public inquiries related to investigations and licensing.\r\n Prepare affidavits and other legal documents as required.\r\n Testify at administrative hearings and in court.\r\n Perform related duties as assigned.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n MORE ABOUT THE AGENCY:\r\n \r\n \r\n \r\n The Mission of the Department of Public Health (DPH) is to protect and improve the health and safety of the people of Connecticut by:\r\n \r\n \r\n Assuring the conditions in which people can be healthy\r\n Preventing disease, injury, and disability\r\n Promoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state.\r\n \r\n \r\n DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.\r\n \r\n \r\n \r\n \r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.\r\n

EXAMPLES OF DUTIES

\r\n\r\n\r\n Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths;\r\n Interviews witnesses, complainants, medical and hospital personnel and others to obtain information;\r\n Secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings;\r\n Researches, collects and evaluates data; compiles information;\r\n Writes reports and recommends appropriate corrective action; answers public inquiries;\r\n May prepare affidavits and applications for arrest warrants;\r\n May prepare search and seizure warrants;\r\n May issue citations;\r\n May testify at hearings and in court;\r\n May conduct surveillance;\r\n May secure samples for testing;\r\n May conduct legal research;\r\n Performs related duties as required.\r\n\r\nDEPARTMENT OF LABOR:\r\n\r\n Inspects, investigates and licenses private employment agencies.\r\n\r\nDEPARTMENT OF PUBLIC HEALTH:\r\n\r\n Confers with consultants for professional opinion on standard of care; examines, analyzes and evaluates complex medical records.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Knowledge of investigatory methods and techniques;\r\n \r\n relevant state laws and regulations;\r\n relevant professional terminology;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n interviewing skills;\r\n \r\n \r\n Ability to utilize computer software.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training in\r\n consumer protection, health care, law enforcement or a closely related field\r\n may be substituted for the General Experience on the basis of fifteen (15)\r\n semester hours equalling one-half (1/2) year of experience to a maximum of four\r\n (4) years for a Bachelor's degree.\r\n A Master's degree in a\r\n closely related field may be substituted for one (1) additional year of the\r\n General Experience.\r\n Successful completion of\r\n a Connecticut Careers Trainee program approved by the Department of\r\n Administrative Services may be substituted for the General Experience.\r\n \r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience in organizing data, evaluating and analyzing proper care and treatment in accordance with federal and state laws and regulations and professional standards in healthcare.\r\n Experience documenting facts, findings and outcomes.\r\n Experience independently writing professional correspondence and reports that document facts and convey analysis of facts.\r\n Experience using a personal computer, databases and Microsoft Office Suite including TEAMS and sharing documents.\r\n Experience requesting and reviewing medical records.\r\n Experience working with licensed healthcare professionals.\r\n\r\n\r\n

SPECIAL REQUIREMENTS

\r\n Incumbents in this class may be required to be a Notary Public.\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n
