Responsibilities
The Airport Operations Manager reports to the Deputy Director of Aviation and receives broad, general guidance\r\nfrom that position. Reporting directly to the incumbent are the Airport Operations and Maintenance Supervisors, Airfield\r\nMaintenance Supervisors and Garage Maintenance Supervisor. Work of the incumbent comes from the daily variety of activities necessary to the functions of the City’s\r\nAviation facilities (which include the Dayton International Airport, Dayton Wright Brothers Airport and the\r\ndowntown heliport). In many instances, operations are maintained on a 24-hour, 7-day per week basis.\r\n\r\n\r\nIn performing the duties of the position, the Manager manages the heating ventilation and air conditioning\r\n(HVAC) systems in all buildings under departmental jurisdiction, structural maintenance and\r\nhousekeeping. The incumbent assists in the preparation of plans for airport expansion and inspects new\r\nconstruction in progress for conformance with approved plans. Inspects airport buildings, airfield infrastructure and equipment, makes recommendations with regard to maintenance and improvement\r\nprojects and provides cost estimates as needed.�\r\n\r\n\r\nSpecific challenges in accomplishing position objectives include the direct responsibility the incumbent\r\nhas for ensuring compliance with Federal Aviation Administration (FAA) rules and regulations pertaining\r\nto certification of airports. The Operations Manager is responsible for snow and ice removal from runways, taxiways, terminal aprons, roadways and pedestrian walkways in inclement weather, with the added\r\nauthority to close runways due to adverse conditions, if deemed necessary. The incumbent consequently,\r\nmust respond to all emergencies that occur, including fires, power shortages (outages), bomb threats (or\r\nalerts), etc.�\r\n\r\n\r\nThe incumbent must establish and maintain effective working relationships with the Federal Aviation\r\nAdministration (FAA), Transportations Security Agency (TSA), airlines, airport tenants, the Federal Bureau\r\nof Investigation (FBI), airport contractors and other City of Dayton Departments.�\r\n\r\n\r\nThe Airport Operations Manager is held accountable for the following:�\r\n\r\n\r\n\r\n\r\n Planning and managing all maintenance and new construction functions for all of the Department of\r\n Aviation facilities to ensure efficient operation and compliance with applicable regulations.\r\n Directing preparations of various FAA compliance manuals to maintain certified carrier facility status as it\r\n relates to operations issues.\r\n Maintaining relationships with local communities, agencies and other departments to enhance and\r\n facilitate operations.�\r\n Preparing and overseeing the operating and capital budgets for the division.\r\n Overseeing emergency activities relative to weather and accidents and making appropriate decisions\r\n when warranted.�\r\n\r\n\r\n
Minimum Qualifications
Bachelor’s Degree in Airport Management, Facilities Management, Engineering, Business, Public\r\nAdministration or related field AND five years of experience in Airport Operations or five years of experience in Facilities Management.\r\n\r\n\r\nDegree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.�\r\n
License Requirements
Must have a valid driver's license at time of appointment and maintain as a condition of employment.\r\n
