We are seeking qualified professionals with a Juris Doctor (J.D.) degree to serve as Unemployment Compensation Appeals Referees, with positions available in Kent, New Castle, and Sussex counties. In this quasi-judicial capacity, individuals in this role conduct administrative hearings, evaluate testimony and evidence, and issue clear, well-reasoned written decisions in accordance with applicable laws, rules, and regulations.\r\nThis position provides a hybrid work schedule, with in-office and remote work requirements established by management based on operational needs. Positions are assigned to a primary county; however, selected candidates may be required to travel to and provide coverage in other counties, as necessary.\r\nThe ideal candidate demonstrates the ability to exercise sound legal judgment; analyze and interpret statutes, regulations, and case law; and communicate effectively in both written and oral formats. Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Conducts Unemployment Insurance appeals hearings in accordance with applicable laws; administers oaths and affirmations; issues subpoenas of persons or evidence relevant to a case; receives and reviews evidence and rule on its admissibility.\r\n Regulates and controls the hearing, hears testimony, and questions witnesses and parties to case.\r\n Researches and reviews applicable Federal and State laws as well as precedent cases to determine liability.\r\n Renders written decisions on dispensation of Unemployment Insurance appeals cases.\r\n Records the proceeding on tape including the testimony and evidence presented, applicable laws or precedent cited, and decision rendered, in case decision is appealed to a higher authority.\r\n Responds to inquiries from the general public regarding laws, appeal procedures, time limitations.\r\n Prepares required reports and logs. \r\n\r\n
Job Requirements
JOB REQUIREMENTS for Unemployment Compensation Appeals Referee \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of a Juris Doctor. \r\n Six months experience in drafting legal documents and writing legal briefs which includes presenting facts, setting out and analyzing legal issues and applying legal precedents. \r\n Six months experience in legal research�such as�researching statutes, regulations, case law and background information. \r\n Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures. \r\n Knowledge of quasi judicial proceedings. \r\n\r\n
