Position Title: Quality Engineering Manager   Reports To:  Director of Engineering   Position Summary:   Federal Equipment Company has been a leading supplier for marine deck machinery and specialized weapons and material handling systems. Through the years the company has emerged into an internationally recognized organization with extensive expertise in marine design/engineering and manufacturing of critical shipboard systems. The company, now part of Fairbanks Morse Defense, is rapidly growing and in need of a Quality Engineering Manager.   Essential Job Functions:   General office duties and experience with Windows, Excel, Access, PowerPoint, Word, and Adobe Pro. Analyzes quality performance for production and collaborates with production employees, Quality Management and Operations Management to develop improvement plans for identified problem areas. Performs OJT (On the Job Training) on in-process inspection plans/methods for production teams as requested or required. Writes inspection procedures and assists in reviewing and evaluating in-process rejections – ensures that devices / machines used to produce output meet the contractual and specification(s) accuracy requirements. Collaborate with both internal customers (operations, program management, engineering) and external customers to ensure quality standards are in place and are being properly executed. Serves as a secondary designee to interface to customers and suppliers for quality-related matters as required. Contract Review activities to ensure that customer contract requirements and internal requirements are met as evidenced by our quality output, practice, and procedures. Reviews contract requirements prior to shipment and writes and approves C.O.C.s (Certificates of Conformance) for shipments. Achieves quality assurance operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; identifying and resolving problems; completing audits; determining system improvements; implementing change. Meets quality assurance financial objectives by estimating requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. Develops quality assurance plans by conducting hazard analyses; identifying critical control points and preventive measures; establishing critical limits, monitoring procedures, corrective actions, and verification procedures; monitoring inventories. Validates quality processes by establishing product specifications and quality attributes; measuring production; documenting evidence; determining operational and performance qualification; writing and updating quality assurance procedures. Maintains and improves product quality by completing product, company, system, compliance, and surveillance audits; investigating customer complaints; collaborating with other members of management to develop new product and engineering designs, and manufacturing and training methods. Prepares quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, stability studies, recalls, corrective actions, and re-validations. Updates job knowledge by studying trends in and developments in quality management; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. Perform all job duties in full accordance with FEC/FMD policies on information, assets protection, maintain password(s) confidential, protect critical business information.  The code of conduct policies.  Full responsibility and ownership (like all employees on site) for all audits (internal, Corporate, External, for Quality, H&S, Environment, etc.). Other duties as assigned.     Requirements:   Strong work ethic with the ability to maintain a positive attitude in a fast-paced, growth environment. Proven ability to establish effective working relationships at all levels. Excellent organizational, analytical, quantitative, and problem-solving skills.  Strong written and verbal communication skills. Working level knowledge of the US Navy shipbuilding industry is a plus. Team player with experience and willingness to jump in and help even when it is not their primary role and responsibility.    Qualifications, Skills and Educational Requirements:   Bachelor’s Degree in manufacturing related field from an accredited institution Working knowledge of quality system requirements, such as ISO 9001, MIL-I-54208, or AS9100 Demonstrated Quality Assurance auditing experience; lead auditor qualification is preferredDemonstrated competence with reading and interpreting engineering drawings, particularly Geometric Dimensoning and Tolerancing per ASME Y14.5 Demonstrated leadership abilities, including the ability to coach, develop and mentor others Minimum 8 years of experience in Quality Assurance and/or Control, preferred experience in Defense or Aerospace industries. Excellent business power user IT skills (MS Office & Office 365, MS Project) Ability to lead and support cross-functional initiatives Effective contributor both as an individual and as part of a project group. Ownership for the success/failure of the team. Ability to develop excellent working relationships with co-workers, and team members by generating trust, confidence, and credibility. Ability to manage multiple projects simultaneously. Occasionally lift and move materials up to 10 pounds. Usual office working conditions with the mix of a production environment. Familiarity with lean, six sigma, and/or continuous improvement principles is preferred. Experience in Export/Import/ITAR/ECCN/EAR preferred. Knowledge of government contracts and NOFORN. Highly motivated, self-determined spirit.   Note: This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information, which is Not Releasable to Foreign Nationals (NOFORN) data. Therefore, to meet NOFORN requirement, you will have to provide proof of US Citizenship and attest that you do not have dual citizenship.
