Internal and external candidates will be considered for this vacancy. 

For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Under the overall supervision of Chief of Mission and direct supervision of the Project Development and Support Unit Coordinator, and in close coordination with the Head of Programmes relevant Programme and Project Managers, Regional Thematic Specialists (RTSs) and departments at Headquarters (HQ), the Programme Support Officer will contribute to the programme/project development and design, and will document and recommend relevant project opportunities, and draft or generate project reports for IOM Burundi Country Office.

1. Support and coordinate project development activities in close coordination with Programme Managers (PM) and Programme Coordinator by providing various technical inputs, drafting sections of project funding submissions/proposals and appeals, and checking internal coherence and coordination between programmes.

2. Provide technical inputs and information to support programme managers in the preparation of periodic reports on programme delivery, including interim and final reports to donors and results and monitor and follow up on timely and high-quality reporting requirements in accordance with IOM procedures and donor requirements.

3. Draft internal progress implementation analyses, provide input to programme monitoring, including documenting significant decisions, problems or deviations and evaluating programming aspects to help identify and contribute to the prevention and mitigation of risks.

4. In close coordination with relevant colleagues, organize the collection, processing, analysis, and documentation of project data for reporting purposes and facilitate a systematic approach in knowledge management.

5. Maintain internal liaison and administrative support with other units at IOM Burundi, Regional Office in Nairobi, and other liaison officer implementing similar activities to facilitate a coordinated approach to support programmes and the mission.

6. Support with the preparation of presentations, talking points and other materials related to the work of the CO to assist internal and external meetings.

7. Undertake site travels and duty travels as required.

8. Assist Project Development and Support Unit Coordinator in building project development and management capacity of mission staff by providing guidance on the usage of organization tools and portals, participating in training sessions or workshops, and drafting guidance materials.

9. Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Political or Social Sciences, Law, International Relations or a related field
    from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience in supporting project development and management, reporting, and communications;
  • Experience in the coordination, implementation, analysis and evaluation of humanitarian,
    development, and/or migration management programmes;
  • Experience in supporting programme management, including budget planning and monitoring
    and evaluation; and,
  • Experience in liaising with governmental authorities and other national/international institutions.

 

  • Knowledge of UN, IOM, and Non-Governmental Organization (NGO) mandates and programmes in the humanitarian response, Internally Displaced Persons (IDPs), 
    and development;
  • Demonstrated coordination and communication skills, both written and verbal;
  • Demonstrated high level of expertise in project implementation;
  • Knowledge of monitoring and evaluation;
  • Demonstrated communication skills with government partners and donors; and,
  • Understanding of migration-related issues in Burundi is desirable. 

 

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) or Kirundi is an advantage. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
