The Sr. Project Manager will lead the project management function supporting complex federal technology testing and modernization initiatives. This strategic, hands-on leadership role oversees a team of Project Managers and ensures resources, delivery practices, and priorities are aligned across a diverse portfolio. You will balance project complexity, risk, workload, stakeholder needs, and team capacity to optimize delivery outcomes. The role combines portfolio strategy, people leadership, governance, reporting, and continuous improvement in a high-visibility environment. You will partner with government stakeholders, program leadership, testing teams, and cross-functional groups to resolve dependencies and improve performance. This is an opportunity to strengthen project management capabilities while contributing to large-scale healthcare technology modernization and quality assurance programs.

  • Lead portfolio planning and resource allocation across the Testing Logistics Services function, aligning project management support with project complexity, delivery risk, workload, stakeholder requirements, and team capabilities.

  • Maintain visibility into project demand, team capacity, dependencies, and competing priorities while recommending staffing assignments and resource optimization strategies to program leadership.

  • Identify opportunities to engage Project Managers earlier in the project lifecycle to strengthen planning, risk management, and delivery outcomes.

  • Provide direct leadership, performance management, coaching, mentoring, and career development for a team of Project Managers.

  • Build project management capabilities through knowledge sharing, professional development, and consistent coaching while fostering accountability, sound judgment, and execution excellence.

  • Establish and maintain scalable project management standards, tools, templates, governance practices, and processes that promote consistent execution across the portfolio.

  • Monitor project health, risks, issues, dependencies, milestones, and delivery trends, intervening early and recommending actionable solutions to leadership.

  • Partner with testing leads and functional managers to align project schedules, testing activities, resource availability, and readiness criteria.

  • Develop portfolio-level reporting, dashboards, metrics, and insights that support leadership decision-making and improve operational efficiency.

  • Build trusted relationships with government stakeholders, program leadership, and cross-functional teams to align priorities, expectations, and delivery objectives.

  • Facilitate the resolution of cross-project dependencies, resource conflicts, and delivery challenges within established governance frameworks.

  • Use lessons learned, performance data, and stakeholder feedback to continuously improve project management practices and portfolio performance.

Requirements

  • Hold a bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered.

  • Bring at least 8 years of progressive project, program, or portfolio management experience, including 5+ years leading Project Managers, PMOs, or comparable delivery teams.

  • Demonstrate a strong record of building, leading, and developing high-performing project management teams.

  • Have experience managing complex technology portfolios involving resource planning, capacity management, prioritization, and coordination of dependencies across multiple initiatives.

  • Demonstrate experience establishing project management standards, governance practices, performance measures, and reporting frameworks that improve delivery consistency and transparency.

  • Possess strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills, with the ability to turn complex or incomplete information into actionable recommendations.

  • Demonstrate the ability to identify and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints.

  • Have working knowledge of predictive, Agile, and hybrid delivery methodologies and the ability to select the appropriate approach based on project needs.

  • Possess exceptional written and verbal communication skills, including experience presenting portfolio status, risks, trends, and recommendations to senior leadership and government stakeholders.

  • Demonstrate advanced proficiency with Microsoft 365 applications, including Excel, PowerPoint, Word, Outlook, SharePoint, and Teams.

  • Be able to work effectively in a hybrid environment with the potential for limited telework.

  • Be a U.S. citizen and able to successfully complete a government background investigation, including required security forms and fingerprinting.

  • Hold a Project Management Professional (PMP) certification.

  • Federal government experience leading PMO, portfolio management, or project management functions is strongly preferred.

  • Experience supporting the Department of Veterans Affairs, Electronic Health Record Modernization, testing, independent verification and validation, quality assurance, healthcare IT, or large-scale technology modernization programs is preferred.

  • Experience with project portfolio management, resource management, and reporting tools such as Microsoft Project, Power BI, Jira, or similar platforms is advantageous.

  • Familiarity with federal IT governance, risk management, and delivery oversight practices is beneficial.

  • Additional certifications such as ITIL, Agile, or Certified Scrum Master are a plus.

  • Experience developing executive dashboards, portfolio KPIs, operational reporting, and measurable outcomes is desirable.

  • Demonstrate the ability to influence stakeholders and drive alignment across matrixed organizations in fast-paced, high-visibility environments.

  • Be willing and able to travel as needed to support program and customer requirements.
