This is a Position Specific Recruitment for the State Department of Assessments and Taxation, Real Property Division, Baltimore City Assessment Office.� The resulting eligible list will be used for this position only.� Interested persons will need to reapply for future recruitments in this classification.\r\n

Main Purpose of Job

To Supervise Assessor Supervisors and manage a team/teams of Residential Assessors in a local assessment office.

POSITION DUTIES

Manages through Real Property, the activities and assignments to ensure the completion of the annual workload while adhering to office guidelines and departmental procedures and regulations.�\r\n\r\n\r\nReviews and evaluates the work completed by the staff to assess work quality and to ensure that departmental or office procedures and guidelines are maintained by monitoring, tracking, and ensuring the completion of land rates, market value indicators, sales ration studies, various mainframe and Assessment Administrator & Valuation System (AAVS) edits to ensure property valuation using AAVS and departmental and local guidelines.�\r\n\r\n\r\nCoordinates and ensures that various operations (including TDT's, merges, uploads and downloads, and table management) are executed in the AAVS system in order to maintain property records by following the guidelines in the AAVS Users Manual and through the AAVS Coordinator.�\r\n\r\n\r\nProvides assistance and support to clerical staff by completing and approving various transfer documents and calculations, and calculating appropriate values that are a result of subdivision, separation or various changes of use.�\r\n\r\n\r\nPerform other duties as required.\r\n

MINIMUM QUALIFICATIONS

Experience: Nine years of experience, four years of appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code, and five years of appraisal experience involving the valuation of real property and completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.\r\nNotes:\r\n1. Candidates may substitute the possession of a bachelor's degree from an accredited college or university, for the four years of the required appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code. \r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS\r\n\r\n\r\nTwo years of supervisory experience.\r\nExperience in the valuation of residential/commercial and industrial properties and the assessment appeals process.\r\nWorking knowledge and experience using the AAVS program.\r\nUnderstanding of real property tax laws in Maryland and IAAO standards.\r\n\r\n

Must be willing to work in Baltimore City.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle. \r\n2. Upon appointment to positions, employees in this classification that�possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an 'Inactive' status. \r\n3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation. \r\n
