Introduction

The Maryland Insurance\r\nAdministration (MIA) is an independent State agency that regulates Maryland's\r\n$46 billion insurance industry and protects consumers by monitoring and\r\nenforcing insurers' and insurance professionals' compliance with State law.\r\nStaff members are subject matter experts who serve as a resource for lawmakers,\r\nconsumers, and other public and private entities.\r\n�\r\nThe MIA is charged with a\r\nbroad range of responsibilities including the licensure of insurance carriers\r\nand insurance producers (brokers/agents) operating in Maryland, the conduct of\r\nfinancial examinations of companies to monitor financial solvency, and the\r\nreview and approval of rates and contract forms. The MIA investigates reports\r\nof consumer fraud and consumer complaints about life, health, automobile,\r\nhomeowners, and/or property insurance. Insurance carriers are subject to market\r\nconduct examinations and other actions to monitor compliance with Maryland law.\r\nThe MIA also has a unit dedicated to consumer education and outreach, which\r\nparticipates in hundreds of events and reaches thousands of individual\r\nconsumers annually.\r\n�\r\n*This is a Management\r\nService position that serves at the pleasure of the Appointing Authority.*\r\n\r\n

POSITION DUTIES

The MIA is recruiting internally to fill the role of Chief of Criminal\r\nand Civil Fraud in the Insurance Fraud and Producer Enforcement Division. This\r\nposition reports to the�Director of Fraud and Producer\r\nEnforcement.�The Chief oversees investigative operations which includes the\r\nsupervision of staff conducting investigations of allegations of insurance\r\nfraud. This position is responsible for the implementation of administrative\r\nand supervisory procedures and adherence thereto by the staff while maintaining\r\ntheir own investigative caseloads as necessary.\r\n�\r\nThe�Chief�evaluates and assigns referrals for investigation\r\nthrough the review of submitted and procured documents and other evidence; and\r\ncoordinates activities with the Attorney General’s Office, Special\r\nInvestigation Units and other law enforcement agencies to determine\r\ncriminal/civil insurance fraud events for further investigation consistent with\r\nthe Laws of Evidence, Maryland Insurance Article and Division directives and\r\nprocedures.\r\n�\r\nThe Chief directs, trains and provides guidance to a team of Civil Fraud\r\nand Criminal Fraud Investigators. This position reviews investigative reports,\r\nOrders, applications for statement of charges, and completes case booklets to\r\ndocument all investigative and administrative actions undertaken in evaluating\r\nand investigating allegations of insurance fraud.\r\n

MINIMUM QUALIFICATIONS

Education:\r\nBachelor’s degree from an accredited four-year college or\r\nuniversity.\r\n�\r\nExperience: Seven years of\r\nexperience conducting investigations into allegations of violations of law,\r\npolicy, or procedures; and four (4) years of experience supervising staff\r\ninvolved in conducting criminal/civil/administrative investigations.\r\n�\r\nNote: Additional experience�conducting\r\ninvestigations into allegations of violations of law, policy, or\r\nprocedures�may substitute on a year-for-year basis for up to four years of the\r\nrequired education.\r\n
