Main Purpose of Job

Join Us in Making a Difference at DJS!\r\n\r\n\r\nThe\r\nDirector of Nursing (DON) is responsible for developing, planning and\r\nimplementing an integrated program of nursing service for the Department of\r\nJuvenile Services. As such, this position oversees and directs the 24/7 nursing\r\noperations at the eight DJS residential facilities and the DJS shelter. The DON\r\nsupervises the three regional Nurse Managers who supervise the RN Supervisors\r\nat each facility and through them indirectly supervises subordinate nursing\r\nstaff and non-licensed health care staff. The DON ensures that nursing services\r\nare provided in compliance with regulatory, community, accreditation standards\r\nand security protocols.\r\n\r\n\r\n\r\nWork\r\nschedule is day shift. Potential for telework up to 2 days per week. The\r\nincumbent is subject to call-in and comp time based on nursing coverage. Shift\r\nmay be adjusted to meet needs of DJS facilities. POSITION DUTIES

The\r\nincumbent in this position assumes full responsibility for the operational and\r\nadministrative duties for nursing services at all DJS facilities and shelter,\r\nwhich are operational 24 hours a day, 7 days per week. Duties include, but are\r\nnot limited to:\r\n\r\n\r\nPolicy\r\nand Procedure�\r\n\r\n\r\n Designs, develops, implements, and evaluates the philosophy,\r\n objectives, standards and policies of nursing practice and interprets them to\r\n administrative personnel;�\r\n Develops, reviews, and modifies nursing protocols and procedures\r\n and assists in reviewing and revising DJS policy;�\r\n Coordinates nursing services in an interdisciplinary fashion with\r\n other disciplines within DJS such as physician, dental, behavioral health,\r\n nutritional, case management, residential/group life, transportation,\r\n executive, and support (IT, procurement, HR) services.� � �\r\n\r\n\r\n\r\n\r\n\r\n\r\nQuality\r\nAssurance and Patient Care�\r\n\r\n\r\n\r\n Ensures consistent, high-quality nursing and somatic health care\r\n of youth in DJS facilities through continuous quality improvement and quality\r\n assurance activities, submission of facility statistical reports, education and\r\n training and orientation of nursing staff, weekly special needs meetings, and\r\n development of treatment plans, discharge aftercare, and special health care\r\n services for youth with Special Needs;�\r\n Assists in determining appropriate placement of youth with respect\r\n to their medical needs;�\r\n Investigates critical incidents, develops corrective action plans,\r\n and follows through to ensure corrective action is completed and on-going;�\r\n Makes periodic visits to the DJS facilities to assess nursing\r\n operations and the upkeep of the health suites, and to meet with nursing staff,\r\n other health care professionals, and facility leadership;�\r\n Ensures that there are adequate space and appropriate supplies,\r\n equipment, and medication with continuous inventory for on-going nursing\r\n operations in coordination with the Health Administrator;�\r\n Assists in ordering and purchasing supplies and equipment as\r\n needed for on-going medical and nursing operations.� � �\r\n\r\n\r\n\r\n\r\nHuman\r\nResources/Staffing/Procurement�\r\n\r\n\r\n Oversees the hiring of nursing personnel and support staff, and\r\n participates in the interview, selection, placement, promotion,\r\n discipline/counseling, and evaluation of nursing personnel;�\r\n Holds at least monthly Nursing Supervisors Meetings and weekly\r\n meetings with Regional Nurse Managers;\r\n Serves as the Contract Monitor for the Supplemental Nursing\r\n Contract and assists in the development and monitoring of other contracts as\r\n needed in coordination with the Health Administrator and Clinical Services\r\n Administrator;�\r\n Oversees the Certified Medication Technician program including\r\n coordinating and providing the initial and refresher Certified Medication\r\n Technician training to non-professional staff per the Maryland State Board of\r\n Nursing, coordinating Delegating Nurse training, and supporting the Delegating\r\n Nurses.� � �\r\n\r\n\r\n\r\n\r\nOther\r\nDuties�\r\n\r\n\r\n Attends and participates in conferences, continuing education,\r\n required training, and meetings that may include other State agencies,\r\n stakeholders, and professional organizations;�\r\n Completes special projects and other duties to support the\r\n Department’s and DJS Somatic Health Missions as assigned by the DJS Medical\r\n Director or Health Administrator including coverage of facility nursing duties\r\n if absolutely required.�\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.\r\n\r\n\r\nExperience: Five years of experiences as a Registered Nurse including four years of experience in an administrative, supervisory, consultative or teaching capacity.�\r\n\r\n\r\nNotes:�\r\n\r\n\r\n1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.�\r\n\r\n\r\n2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.�\r\n\r\n\r\n3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Experience managing nursing services\r\nfor a system that has multiple locations and is operational 24/7 or has\r\nmultiple nursing shifts per day, including overseeing staff scheduling and\r\nworkforce management.\r\n\r\n\r\nExperience working\r\nas a nurse in a correctional health setting or if no\r\nexperience working in a correctional setting then experience working as\r\na nurse in a residential setting serving adolescents and/or young adults under\r\nthe age of 25.�\r\n\r\n\r\nExperience working as a nurse in a\r\nclinical setting primarily serving pediatric, adolescent, and young adult\r\npatients.�\r\n\r\n\r\nExperience implementing quality\r\nimprovement initiatives and monitoring clinical outcomes to enhance healthcare\r\nservice delivery.�\r\n\r\n\r\nExperience training and supervising\r\nCertified Medication Technicians as a delegating nurse.��\r\n\r\n\r\nExperience writing policy,\r\nprocedure, and/or nursing protocols.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.\r\n\r\n\r\n2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n\r\n
