Main Purpose of Job

The State Office of Rural Health (SORH) serves as a focal point and state clearinghouse for collection and dissemination of information regarding rural health care issues, research findings, and innovative approaches to the delivery of health care in rural areas; provides coordination of rural health programming across the state to avoid redundancy and support coordination of efforts among public health and health care entities; and delivers technical assistance to rural-serving public and non-profit private entities to build capacity to access state and federal resources. Ultimately, as the state entity primarily responsible for rural health, SORH aims to support the Department, other state agencies, and rural Maryland communities to improve the accessibility of quality health services throughout rural Maryland and positively impact the health of rural Marylanders.\r\n\r\n\r\nSORH will oversee and administer the newly established CMS-funded Rural Health Transformation Program (RHTP) for the state of Maryland. The RHTP will improve the health of rural Marylanders by (1) strengthening the rural health workforce, (2) connecting rural Maryland to primary care, chronic disease management, specialty care, and behavioral health, and (3) addressing chronic disease with increased demand for and supply of nutritious food. This position, RHTP Financial Manager (Financial Manager), is responsible for the planning, development, administration and managerial oversight of the implementation of the fiscal aspects of the RHTP in Maryland. This position manages and tracks administration of an anticipated 5-year program with an annual budget of approximately $168M. This position will be responsible for funds to be distributed among more than 12 known subrecipients and many additional subawards by the subrecipients. The Financial Manager is responsible for all aspects of RHTP financial management, compliance, and financial reporting to include RHTP budgeting, forecasting, and expenditure tracking; interpreting and enforcing funder regulations, state and federal reporting, and systems management.\r\n\r\n\r\nRHTP fund subrecipients to receive RHTP team services include MDH programs, at least nine other state entities, eighteen local health departments, and numerous local level competitive sub-awardees. The position will supervise a Fiscal Manager in support of noted activities.\r\n\r\n\r\nThis position funding is durational and will terminate at the end of the RHTP grant spending period (September 30, 2031), unless funding for the position ends sooner.\r\n\r\n\r\nThis position is eligible for Hybrid Telework.\r\n\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of administrative or professional experience, including three years at a supervisory or managerial level.\r\n\r\n\r\nA Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

This role will ensure successful implementation of the Maryland Rural Health Transformation Program via financial management, compliance, and reporting.\r\n\r\n\r\nDesirable qualifications include:\r\n\r\n\r\n\r\n\r\n Proven leadership in financial management, including overseeing staff, leading workflows, and utilizing existing and implementing new fiscal management systems\r\n Experience/knowledge of communication and collaboration working with diverse stakeholders including internal teams, external partners and multiple agencies or departments\r\n Experience in provision of fiscal-related technical assistance and grant monitoring functions\r\n Demonstrated ability to use data and performance metrics to manage operations, improve accuracy, and enhance program outcomes\r\n\r\n\r\n

BENEFITS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
