LOCATION OF POSITION

This position is conveniently located at 100 S. Charles Street in the heart of downtown Baltimore,� just steps away from the vibrant Inner Harbor, offering easy access to restaurants, entertainment, public transportation, and waterfront attractions.\r\n

Main Purpose of Job

The primary purpose of this position is to ensure the effective and efficient functioning of\r\nbudget and fiscal processes for all Division of Workforce Development and Adult Learning\r\n(DWDAL) programs. DWDAL Programs include Workforce Development, Apprenticeship, Labor Statistics,\r\nAdult Education and Correctional Education and the EARN Program. This position serves as\r\nback-up for the DWDAL Fiscal Director. The purpose of this position is\r\nadvising program personnel and keeping them fully informed on the status of their grants and\r\nappropriation budgets. It also includes the development, implementation and monitoring of\r\npolicies, procedures and reporting systems which ensure compliance with State and Federal laws,\r\nregulations, and guidelines regarding fiscal operations. This position and DWDAL Fiscal Leadership ensure that sufficient funding is available for DWDAL programs and that funding is spent according to all applicable laws, rules and regulations.\r\n

POSITION DUTIES

\r\n Back-Up for the DWDAL Fiscal Director, to manage and oversee�an annual budget of approximately 200M. Back-Up responsibilities�include appropriation budget management, budget requests for future�funding years, all aspects of federal grants management, policy and�procedure development and implementation, ensuring compliance�with state and federal requirements, staff supervision, and keeping�DWDAL leadership informed of all pertinent changes and issues.�Authorized signatory for the DWDAL Fiscal Director as needed.�\r\n Supervision of two DWDAL fiscal staff, including all aspects of staff�management (recruitment, hiring training, evaluation, progressive�discipline).��\r\n �Provide fiscal technical assistance and guidance to sub-grantees,�MOU partners, and DWDAL program staff for assigned grants and�programs.��\r\n Prepare, process, and track funding documents for assigned grants�and programs.�\r\n Prepare and analyze budgets; track budget/grant utilization and�expenditures for assigned grants and programs.�\r\n Closeout State fiscal year, MOUs and Grants for assigned grants and�programs.��\r\n Manage contracts, payments and revenues for all DWDAL grants�and programs.��\r\n Support auditors and monitors in auditing and monitoring functions�for assigned grant and programs.��\r\n Other duties as assigned as they relate to DWDAL fiscal, accounting�and procurement functions.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of Master's degree from an accredited college or university for five years of the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r\n

SELECTIVE QUALIFICATIONS

Applicants must meet all minimum qualifications and selective qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\n\r\n\r\n Experience interpreting and applying laws, regulations,\r\n policies and procedures related to agency budgets.\r\n Experience organizing and presenting accurate and concise\r\n budget reports and recommendations.�\r\n Experience using computers and software related to the\r\n formulation and administration of agency budgets.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred but not required.� Please include clear and specific information in the job duty section of your application regarding your qualifications.\r\n\r\n\r\n\r\n Experience working with FARS and FMIS State accounting\r\n systems.��\r\n Experience presenting financial information to staff and\r\n management in an in-person setting.��\r\n Experience working in federal grants management.��\r\n Experience in developing program or grant projections.\r\n \r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
