Main Purpose of Job
The position serves as the lead fiscal administrator for the Maryland Community Health\r\nResources Commission (CHRC), exercising independent authority over the fiscal lifecycle of\r\nmore than 165 active grants across the Annual Call for Applications, Health Equity Resource\r\nCommunity (HERC), and Maryland Consortium on Coordinated Community Supports programs.\r\nReporting directly to the Chief Financial Officer (CFO), this position is responsible for the\r\nautonomous management of grant administration tools, the design and implementation of grantee\r\nreporting templates, and the critical evaluation of quarterly expenditure reports totaling\r\napproximately $160 million in managed funds.\r\n\r\n\r\nThe Administrator II serves as a primary technical advisor to grantees, ensuring rigorous\r\ncompliance with state fiscal policies and procedures. Beyond grant oversight, this position\r\nperforms advanced budgetary analysis, including developing annual budget submissions,\r\nperforming month-end and fiscal year-end close-out entries, and managing complex budget\r\nvariance monitoring to ensure the CHRC fulfills its legislative mission to expand health care\r\naccess in Maryland’s underserved communities.\r\n\r\n\r\nThis position is a full-time contractual permanent day shift position that sometimes requires availability during evenings. This position is Hybrid Telework eligible.\r\n
MINIMUM QUALIFICATIONS
Education:� �Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Five years of administrative staff or professional work.\r\nNotes:\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\r\n\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidate should possess experience in the following:\r\n\r\n\r\n Budget\r\n Fiscal Professional\r\n Grant Management\r\n Non-Profit\r\n Fiscal Stewardship\r\n R*STARS and FMIS\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n

BENEFITS
\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
