POSITION DUTIES

General Purpose: The Grants and Fiscal Analyst analyzes financial data for contracts and grant programs that support the success of Maryland’s children. This role ensures fiscal compliance, accuracy, and operational efficiency across the entire grant lifecycle, in alignment with Governor's Office for Children (GOC) policies.\r\n�\r\nCore Responsibilities�\r\nGrant Lifecycle Management�\r\n\r\n\r\n Administer the full grant process, including the development of funding announcements, application reviews, funding recommendations, monitoring, and final closeout.�\r\n Oversee additional funding streams from pre-award to post-award in accordance with Standard Operating Procedures.�\r\n Evaluate grantee requests and issue approvals or denials based on current regulations and policies.�\r\n Review information submitted by grantees to guarantee accuracy, completeness, and alignment with approved budgets.�\r\n\r\nFinancial Compliance & Auditing�\r\n\r\n\r\n Ensure grants and contracts funded by the Children’s Cabinet Interagency Fund (CCIF), the ENOUGH Grant Fund, and other GOC initiatives are paid accurately and on time.�\r\n Coordinate with staff to execute monthly internal reconciliations, proactively identifying and resolving any financial discrepancies.�\r\n Assist the Financial�Administrator with audit and reconciliation processes for CCIF and ENOUGH funds.�\r\n Maintain organized, official grant and contract files, including all necessary correspondence.�\r\n Continuously assess internal procedures to identify and recommend improvements for fiscal efficiency and effectiveness.�\r\n\r\nProcurement & Operations Support�\r\n\r\n\r\n Partner with the Financial Administrator to verify compliance across general operating expenses, purchase orders, interagency agreements, personnel contracts, and corporate card transactions.�\r\n Collaborate with the GOFA procurement officer to ensure contract performance, budget sufficiency, and strict adherence to agency guidelines.�\r\n Manage inventory control to ensure market values align and are accounted for accurately.�\r\n\r\nStakeholder Engagement & Training�\r\n\r\n\r\n Develop and deliver training presentations for internal staff, external agencies, and stakeholders.�\r\n Create tools and instructional materials to guide stakeholders through the GOC grant application and implementation processes.�\r\n Serve as a primary point of contact to resolve stakeholder inquiries regarding GOC grant programs.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\n A Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Economics, or a closely related field. One (1) to three (3) years of professional experience in grant administration or financial analysis may be substituted for the required education.�\r\n Excellent written and verbal communication skills�\r\n Meticulous attention to detail\r\n Ability to maintain confidentiality and discretion in all matters \r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following:\r\n\r\n\r\n Prior experience working within state or local government.�\r\n Experience with Maryland's specific financial and procurement systems (e.g., FMIS).�\r\n Demonstrated experience managing the full lifecycle of grants, including pre-award development, post-award monitoring, and final closeout.�\r\n Advanced proficiency in spreadsheet software (e.g., Microsoft Excel or Google Sheets) for budgeting, data tracking, and financial reporting.�\r\n Familiarity with public procurement processes, purchase orders, and interagency agreements�\r\n A demonstrated interest in public service, specifically programs targeting child welfare, poverty reduction, community health, or education.\r\n\r\n\r\n
